Movement of Pets Regulation No. 998:

Regulation No. 998 CHAPTER III Conditions relating to movements from third countries Article 8 “1. At the time of movement, pet animals of the species listed in parts A and B of Annex I shall when they come from a third country listed in section 2 of part B and in part C of Annex II, and enter one of the Member States listed in section 1 of part B of Annex II, satisfy the requirements of Article 5(1);”

In Other Words Summary When pets come from the United States (a third country listed in section 2 of part B and in part C of Annex II), they have to satisfy the requirements of Article 5(1) or have a rabies vaccine at least 21 days before the flight. Details Annex II (List of Countries and Territories) lists in Part C the US as a country with favorable rabies situation: “United States of America (including AS — American Samoa, GU — Guam, MP — Northern Mariana Islands, PR — Puerto Rico and VI — US Virgin Islands)” Requirements of Article 5: 1. When being moved, pet animals of the species listed in parts A and B of Annex I must, without prejudice to the requirements laid down in Article 6: – (a) be identified in accordance with Article 4, and – (b) be accompanied by a passport issued by a veterinarian authorised by the competent authority certifying that: – (i) a valid anti-rabies vaccination was carried out on the animal in question pursuant to Annex Ib, – (ii) where necessary, preventive health measures regarding other diseases were carried out on the animal in question. United States Department of Agriculture Bulgaria - Summary of Requirements Bulgaria is a Member State of the European Union. Bilingual health certificates are available for some commodities/species (see below). If the bilingual certificate for that species or commodity is not listed, please refer to the English version on the link to the European Union. It is the responsibility of the exporter to obtain a bilingual certificate.European Union Pets Pet dogs, cats, and ferrets must be identified with a microchip compatible with ISO standard or or the appropriate microchip reader must be provided along with the pet. Microchip implantation must occur PRIOR to rabies vaccination. Any rabies vaccination that occurs prior to microchip implantation is not considered valid regardless of whether the animal was up-to-date on its previous rabies vaccines. In this case, the animal must be revaccinated. 21 days must have elapsed after the first (primary) vaccination after implantation of the microchip before the animal is eligible to enter the European Union. A rabies vaccination is considered primary if either: (1) an animal was up-to-date on its rabies vaccination but vaccination occurred prior to microchip implantation, (2) vaccination was not carried out within the period of validity of a previous vaccination, or (3) the animal was vaccinated for the first time.
