7 th Dot Aero Council Meeting | Slide 6www.information.aero Policy Issues The following policy questions have been raised: Eligibility criteria for « aviation media » (see request 7/1) Allocation of geographic names (see request 7/2) Reservation and pre-registration of FAA airport codes Ocassional requests to close or open registration in new subdomains for different registrant groups. For example: tristar.group.aero (see request 7/3)

7 th Dot Aero Council Meeting | Slide 7www.information.aero ICANN update – WSIS and policy WSIS (World Summit on Information Society) has a major impact on ICANN –Governments increasingly interested in Internet Governance –ITU and some countries openly challenge ICANN’s position (ccTLD administration, policy issues and IPv6 allocation issues) –ICANN forced to defend itself - major increases in budget, staffing, centralisation of control MoU between ICANN and US DoC to end next year, expect –Stronger position of the GAC (Governmental advisory committee) in ICANN –Increased GAC influence on policy matters like Who-is, security and internationalisation –Some oversight by DoC to remain (IANA function, key to functioning of Internet is subject to different contract) SITA is neutral in ICANN vs. ITU contest

7 th Dot Aero Council Meeting | Slide 8www.information.aero ICANN Update – new TLDs New sponsored Top Level domains –.travel (Tralliance) and.jobs approved –.mobi (Nokia, Microsoft etc),.post (Universal Postal Union) a.cat (Catalan community) in negotiation –.asia,.mail,.tel,.xxx subject to further review Implications on.aero –more public awareness about new top level domains –possible erosion of the role of the Sponsor - some new sTLDs are for profit ventures rather than community initiatives –positioning with regard to.travel

7 th Dot Aero Council Meeting | Slide 9www.information.aero ICANN update – policy matters New contract templates –increase focus on competition matters, centralisation rather than delegation –eliminate much of the difference between sponsored and unsponsored TLDs –restrict ability to introduce new registry services –would require.aero to comply with all ICANN policies including those of no relevance to.aero –much higher fixed and variable fees ($2/name fee for.travel compared to ours $0.25/name) Who-is policy development at deadlock –All registration details must be publicly available on Internet to anyone –Not compliant with EC directives and privacy regulations of many countries –Efforts to harmonise policy with laws at “deadlock”, ombudsman called to resolve

7 th Dot Aero Council Meeting | Slide 10www.information.aero Re-applying for.aero Contract expires on Dec 17, 2006 –to retain.aero, SITA must formally re apply by Dec 17, 2005 New contract template presents a concern –certain level of appreciation of this issue exists –difference between a not for profit sponsored community TLD like.aero and a venture capital funded for profit domain SITA negotiation strategy yet to be finalised Industry support key to retain or improve the conditions Coordination with similarly affected.museum and perhaps.coop
