INTRODUCTION  The framework for agriculture development aims at modernization of agriculture through mechanization & application of science & technology as means of achieving food security & industrialization (Ghana Shared Growth and Development Agenda).  Various policy documents emphasize the need to increase local rice production to meet increasing consumer demands (GPRS I &II,FASDEP, METASIP, etc.) MOFA/CARD/GHANA/CONCEPT NOTE/MAY11 4

INTRODUCTION cont.  To increase rice production & processing to cope with increasing per capita consumption, the need for appropriate technological backstopping cannot be over emphasized.  Technology development & appropriate dissemination strategies & approaches become pertinent. JUSTIFICATION ISSUES:  Chronic shortage of key personnel (technicians & extension agents) for technology development & dissemination for rice production, processing & marketing  Inadequate equipment & logistics to enhance technology dissemination  Inadequate skills & use in participatory approaches to technology development & dissemination. These factors culminate in low adoption of available rice- based technologies resulting in low productivity & quality rice. MOFA/CARD/GHANA/CONCEPT NOTE/MAY11 6

National Rice Development Strategy (NRDS) proposed:  strengthening the capacity of the national research institutions & public universities for the development of new technologies  strengthening technology dissemination structures & strategies to enhance adoption of participatory approaches MOFA/CARD/GHANA/CONCEPT NOTE/MAY11 7

POTENTIAL INTERVENTION ZONES & TARGET GROUPS  Potential intervention zones include: – Rain-fed Uplands, – Rain-fed lowlands – Irrigated fields.  Target beneficiaries are: – MOFA (N ational Directorates of Agriculture, RADUs/DADUs) – CSIR & its institutions, – Public Universities, – NGOs – Farmers, Processors, FBOs, MOFA/CARD/GHANA/CONCEPT NOTE/MAY11 8

IMPLEMENTATION STRATEGIES  MoFA shall be the main implementing agency.  activities shall be mainstreamed within the Ministry’s decentralized operations.  Efforts shall be made to foster Public Private Partnerships (PPP) to enhance success & sustainability of the project.  MoFA shall develop a PIM MOFA/CARD/GHANA/CONCEPT NOTE/MAY11 20

PROJECT ORGANIZATION & MANAGEMENT  National Project Coordinating Unit (NPCU) headed by the Project Coordinator.  Relevant project support staff recruited.  NPCU shall be responsible for overall management & coordination of the project.  10 regional coordinating units & 170 district coordinating centres shall be established.
