Ministry of HRD, Govt. of India In Doda, 42% of the schools visited were not serving regular meals as on the day of visit to the schools due to irregular supply of food grains. Gender, caste or community discrimination was found in selecting a cook or in serving meals in all the schools in Ramban District. In some of the schools, feedback from children on quality and quantity of food was not so good and children were not happy with the same. No micro-nutrients (Iron, folic acid, and vitamins) were given to the children in any of the schools in Kupwara & Shopian District. Due to non-availability of kitchen sheds in the schools there were problems of storing grains, utensils and cooking process. Delay in payment of remuneration to Cook-cum-helpers (4-5 months). MDM logo was not displayed in any of the visited schools throughout the Kashmir Division. MI FIndings 34 Districts: Doda, Ramban, Budgam, Kupwara, Shopian
Findings of 4 th Review Mission Disruption in regular supply of MDM due to non availability of food grains. There was a delay of more than 2 months in releasing the funds to the districts because of the procedural delays. Cooking cost not disbursed to Udhampur and Ganderbal Districts and teachers had to arrange funds either from own pockets or other sources to keep the scheme running. Cook-cum-helpers are not engaged as per MHRD norms Honorarium to cook-cum-Helpers were paid after gap of 2 months to 1 year. Health cards are not maintained for the children in all the visited schools. No records were found to be maintained of any V.E.C meeting. No record of supervision of MDM by State, District or Zonal Level officers. SSMC meetings have not been held for 2 years. 24 th to 30 th September, 2012 Districts: Ganderbal, Udhampur
Findings of field visit to poor performing districts MDM was not served during first and second quarters of FY in some of the schools due to lack of food grains in the schools. The food grain was not delivered till the school level. In most of the visited schools the cooking cost and funds for Transportation assistance was not delivered on time. There was no fixed transportation rate for lifting of food grains from ZEO stores to schools. Some schools had appointed one cook cum helper irrespective of enrolment. Payment was found to be irregular (delay 4-6 months). None of the schools maintained health cards for children. Children were not provided micronutrients.
