NSCP Smart Card Scheme Design Workshop Introductory Session Prepared by Smartran Ltd Version 0.8 (08/04/05)

© SmartCard Networking Forum Welcome & Introductions This workshop is an opportunity for you to explore the factors affecting the design of a smart card scheme Your facilitators for this workshop: Kevin Farquharson & Philip Weerakody (Smartran Ltd) What are your objectives from today?

© SmartCard Networking Forum Acknowledgements The following organisations have contributed resource and materials to develop the SCNF workshops: Smartran – Design Workshop Unicard – Business Case & Sample cards Smart Citizen – Card survey Scoll Methods - Procurement ACT - Implementation

© SmartCard Networking Forum Workshop Agenda Introduction How do you assess the needs? Role Play Exercise 1 – Cards and Forms Analysing the needs and high level design Full workshop scope & information sources Summary and Next Steps

© SmartCard Networking Forum Establish Initial Scope & Priorities Which LA services (eg Libraries, Leisure, Schools)? Where are the locations for these services? What uses within the identified service areas? Who will be involved (staff, citizens and other parties)? What information is required for each identified use? How are these services currently provided? Tip – think about the points of contact and interaction between the citizens, the LA services and current systems and processes. What happens with the current organisation and systems?

© SmartCard Networking Forum LA Service Location ALocation B Process 1 Eg enrol Process 2 Use a service Location C Process 3 Pay for something Local Resident ReceptionistTeacher Where? What? Who?

© SmartCard Networking Forum Analysing Needs and High Level Design

© SmartCard Networking Forum NeedsGeneralLocal Government Social Commercial

© SmartCard Networking Forum Satisfy E-Government initiatives for access to services. Inclusiveness and Accessibility – Easier access to services for all groups in the community Reduction of cash handling and the related costs. Better citizen authentication and identity management Reduce levels of fraud Better levels of information on citizen services take-up and preferences. Encourage local or national initiatives such as use of public transport. General Needs (examples)

© SmartCard Networking Forum Create a cashless school meals environment Promote tourism with better and easier access to tourist services for visitors Provide concessionary leisure centre cards in the locality Help resolve parking problems in the locality. Local Needs (examples)

© SmartCard Networking Forum We have already looked at Services and Locations, which leads to what applications will the scheme implement. Will the scheme have a networked centralised back office Will transactions be collected and stored by the systems What are the expected volumes of usage/transactions What level of security does the scheme need to support What levels of interoperability will be supported (card, systems). What are the alliances and partnerships for the scheme. Will the card be used as an identity token for central identity management. Which card High Level Design

© SmartCard Networking Forum Typical Applications Library Leisure School Tourism Parking Housing Transport Identity/Entitlement Purse Loyalty Benefits Authentication/Access

© SmartCard Networking Forum Draw up Solution cards - Service Service Uses/Functions Locations Staff and Citizens involved Processes Information required

© SmartCard Networking Forum Template Solution Card Scheme Name: Services: eg Library, Leisure, Housing Users: Staff at location Other council staff Council Locations: Functions/Uses: Processes: System Requirements:

© SmartCard Networking Forum What factors determine the first steps? What applications might you do first? What is easy? What is complex? Where is the greatest interest/demand? What are the benefits and when do they arise?

© SmartCard Networking Forum Think of a roadmap for building up smart card use with solution cards as points on this diagram Scale Complexity Initial smart card applications More locations More areas of use More complex uses

© SmartCard Networking Forum Smart Card Application Roadmap Example Scale Complexity Library, Car Parking & Leisure - basic usage And entry pass Basic citizen Data (name, Address etc) E-purse & application specific data Additional Locations Regional Locations Standard application dataset National Locations & Facilities Single Card Shared Data Linked & Complementary Applications Full set of linked applications

© SmartCard Networking Forum Investigate Processes How is the current service provided? Are there any desired changes or improvements? What happens before resident starts to use service? What information is requested and held? Where? How? How is the resident/customer identified? What services and facilities are offered? Are any services charged for? How much? How often? What are disability and social inclusion considerations? How is a card holder periodically verified for eligibility?

© SmartCard Networking Forum Example Solution Card Scheme: Local Authority Citizen Card Scheme Service: Leisure Users: Leisure centre customers Leisure centre staff – Customer Desk, Payment processing/reconciling Local Authority staff – Scheme management, financial reimbursement Scheme Operator staff Council Locations: Distributed leisure centres within the local area (for card use, application processing or card pickup) Local authority location (for application handling or card pickup) Uses/Functions: Membership identification Controls physical access to leisure centre and specific areas within the centre Records attendance at classes/sessions Facilitates profiling of customers Concessionary leisure facilities for seniors, children or disabled persons. Can be linked to a loyalty application Can be linked with a payments token application or E-purse and will reduce cash handling. Processes: Application forms processing Fee collection Card issuing Card presentation and acceptance process Renew expired card/application Replace lost, stolen, faulty or damaged card Card holder helpdesk enquiries New Processes: Upload transactions to the central back office Download configuration data to the terminals Maintain card hotlists Maintain configuration data Report generation Report access and viewing (data analysis)

© SmartCard Networking Forum We have started by trying to understand what services LAs are currently providing and analysing them so we could work out what we would need a smart card scheme to do. Before we go any further, we need to explore the interaction between: Citizens LA

© SmartCard Networking Forum Interactive Exercise – Cards and Forms Interactive role play exercise Explore how citizens interact with services and how you can use smart cards Compare to your existing processes

© SmartCard Networking Forum Topics for Full Workshop 1.Existing Card Audit 2.Business Case - link- link 3.Data and Information Flows 4.Designing a smart card scheme based on NSCP software - link- link 5.Example business design rules 6.Procurement 7.Transportation applications - link- link 8.Commercial & Technical Design Considerations - link- link 9.Communications, Launch & Training - link- link 10.Scheme Implementation – link– link 11.Setting up a Smart Card Scheme – Toolkit (BM) 12.Application of Middleware You chose where we go

© SmartCard Networking Forum Communications, Launch & Training Preparation for change is key to success Communications are critical to keep staff, citizens and stakeholders informed Launch of services require careful planning and co-ordination of project tasks Staff need to be involved at an early stage and trained on new systems and processes
