END THE SILENCE

THE TEAM APPROACH COLLABORATION WITH LANDLORDS, VICTIM ADVOCACY, AND OTHER MEMBERS OF THE SEX OFFENDER MANAGEMENT PROGRAM

THE TEAM APPROACH Introduction of Workshop General Format for Collaboration Working As a Team What About the Neighbors?! Next Steps AGENDA

THE TEAM APPROACH Our work seeks to create and build safe communities. We each have a part in this complex task which requires the efforts and expertise from each of us. The members of the sex offender management system want to help you; to give you the resources and the information you need to do your best in our work to create safe communities. WHY OUR WORK TOGETHER IS IMPORTANT

THE TEAM APPROACH “A group of community members from various specialties and backgrounds, working together toward a common goal.” CSOM identifies nine disciplines: MULTI-DISCIPLINARY TEAM Law enforcement Community corrections Institutional corrections Parole Defense Prosecution Courts Sex offender treatment providers Victim advocacy

THE TEAM APPROACH 97% of offenders currently serving time for sexual offenses will return to our communities. -Washington State Department of Corrections Website

THE TEAM APPROACH ADDRESS VERIFICATIONS IS A RESPONSIBILITY OF LAW ENFORCEMENT

THE TEAM APPROACH LAW ENFORCEMENT DOES NOT GET TO CHOOSE WHERE THEY LIVE Offender’s house School & playground

THE TEAM APPROACH LAW ENFORCEMENT COMPLETES THE RISK LEVEL ASSESSMENTS The files include: Reg./Not./J&S/PSI/Med.

THE TEAM APPROACH What they “look like” varies What they “do” varies Who they target varies Why they do it varies SEX OFFENDERS ARE A DIVERSE POPULATION

THE TEAM APPROACH THE ROLE OF A COMMUNITY CORRECTIONS OFFICER (CCO) “A CCO has a unique job and does the work that no one else can do!” -Police Detective who monitors sex offenders Supervises: Registration Treatment Alcohol and drugs Relationships Entertainment Employment Residence Contact with potential victims

THE TEAM APPROACH The goal is to reduce the risk of a re-offense for the sex offender, and… THOUGHTS ABOUT RISK……..

THE TEAM APPROACH ….increase the factors that ‘protect’ or influence the stability and the pro-social behaviors.

THE TEAM APPROACH The responsibility for sex offender management cannot rest solely on a single agency or discipline. Collaborative relationships are imperative to an efficient and effective sex offender management system. You are a key partner in this effort. A COMPREHENSIVE APPROACH TO USING AN MDT MODEL

THE TEAM APPROACH Treatment Providers Landlords Community Parole Block Watch Captains Law Enforcement Prosecuting Attorneys Job Supervisors Defense Attorneys Victim Advocates Guardians Family and Friends PARTNERSHIPS WORK! Partnerships

THE TEAM APPROACH Housing Providers/Landlords have a leading role in offender accountability and stability. You have the opportunity to be actively involved in partnerships through the system as a means for ongoing offender management and community safety efforts. But, you can’t do it alone. ROLE OF HOUSING PROVIDERS

THE TEAM APPROACH WHAT ABOUT COMMUNITY RISK OR VULNERABILITY……. 44% of victims are under the age 18. Sixty percent of rapes go unreported. Approximately 2/3 of assaults are committed by someone known to the victim.

THE TEAM APPROACH A COMMUNITY MULTIDISCIPLINARY TEAM MODEL Housing Providers Community Corrections Parole Sex Offender Treatment Providers Victim Advocacy Law Enforcement Faith Communities

THE TEAM APPROACH MDT members, when all present or in coordination with partners, can handle the difficult questions and concerns voiced by the community. Location? Supervision? Crime committed? Treatment? Risk to Reoffend? Opportunity to enhance a community’s knowledge STRENGTH OF MDT

THE TEAM APPROACH YOUR MULTI-DISCIPLINARY TEAM? Housing Providers and Landlordsa

WHAT ABOUT THE NEIGHBORS? SOME INTERESTING FACTS: RESULTS FROM THE PUBLIC OPINION SURVEY BY THE CENTER FOR SEX OFFENDER MANAGEMENT (CSOM)

THE TEAM APPROACH WHICH OF THE FOLLOWING STATEMENTS ABOUT SEX OFFENDERS WHO VICTIMIZE CHILDREN DO YOU THINK IS MOST TRUE? (CSOM, 2010)

THE TEAM APPROACH FROM WHAT SOURCE HAVE YOU RECEIVED MOST OF YOUR KNOWLEDGE ABOUT SEX OFFENDERS? (CSOM, 2010)

THE TEAM APPROACH I WANT MORE INFORMATION THAN I HAVE NOW ABOUT THE WAYS THAT SEX OFFENDING CAN BE PREVENTED IN MY OWN COMMUNITY (CSOM, 2010)

THE TEAM APPROACH 1.Emotions 2.Connection IT COMES DOWN TO JUST TWO THINGS:

THE TEAM APPROACH It is the “elephant in the room” that isn’t talked about but it is present. Knowledge does not change emotions. Some of the reasons why fear and anger are in the room. THE EMOTIONS IN THE ROOM

THE TEAM APPROACH Things to not say: “I hate sex offenders, too.” “If it were up to me ______.” “I know how you feel.” “Yes, even sex offenders have rights.” Things to say: “If you see something suspicious, call.” “This does not have to be the end of the conversation. Here is my card.” “I hear your frustration.” SOME SIMPLE IDEAS:

THE TEAM APPROACH We know that a housed and stable sex offender or general offender is less likely to commit another crime. Stability = Safe Communities –There is no one solution to this social problem –Laws and incarceration will not stop this social issue. We also need to find ways to prevent and that is where the community has a role, as well as the members of the MDT MOST IMPORTANTLY……
