NYS Integrated Reporting 2 Impetus for Integrated Reporting Across New York State Labor Programs USDOL/ETA TEGL No , Common Measures Policy for the Employment and Training Administration’s Performance Accountability System and Related Performance Issues, February 17, EMILE – ETA Management Information and Longitudinal Evaluation (EMILE) reporting system (July 2004) WISPR – Workforce Investment Streamlined Performance Reporting (WISPR) (October 2006)

NYS Integrated Reporting 3 Key Elements of TEGL No & WISPR 1.Applying Measures to Funding Streams and Population Groups (TEGL 17-05, Attachment D, p. 3) The determination as to whether to include a participant in WIA Title 1B or in Wagner-Peyser (W-P) program reporting and performance calculation is based on whether the services, staff, facility or activity was funded in-whole or in-part by WIA, W-P or partner programs. 2.Clarification of Significant Staff Involvement (TEGL 17-05, p.29) Any assistance provided by staff beyond helping the participant with self-service and/or informational activities, regardless of the length of time involved in providing such assistance. 3.EMILE / WISPR Standardized Individual Record

NYS Integrated Reporting 4 Key Elements for Integrating New York State’s Public Workforce Investment System 1.Common Measures Implementation 2.Local areas to develop and implement local/regional goals and strategies for integrating the delivery of WIA Title IB and Wagner-Peyser (W-P) services. 3.Local areas to develop regional Reemployment Services plans. 4.Shared Customer Pool. 5.Common “Date of Participation” and “Date of Exit” across the WIA, W-P, TAA and VETS programs. 6.Streamlined Eligibility and Data Element Validation. 7.Incentive/Sanction policy based on: 1) System Implementation indicators; and 2) Common Measure indicators.

NYS Integrated Reporting 6 Implementation of Common Measures in New York State January 18, 2007 – Waiver request to USDOL to permit NYS to replace the WIA17 with the 6 Common Measures for WIA Title 1B program performance reporting. The WIA17 are the 17 WIA performance measures specified in Section 136(b)(2) and (c)(1). Purpose –To remove inconsistencies in current WIA performance requirements –To maintain consistency across the workforce investment programs administered by the NYS Department of Labor. June 29, Approved by USDOL, effective PY 2007.
