New England Green Start RECs from a mix of wind, solar, biomass, and hydro –as much wind we can get and as much solar as product can sustain (1%) Solar RECs for Green Start come from > 100 installations in Mass., RI, and CT Solar RECs for Cape Light Compact Green come from 30 installations on Cape Cod and Martha’s Vineyard Solar Panels at MATCH School

Wanted: More Wind and Cheaper RECs! Hull 1, IBEW Local 103 (Dorchester), and Jericho are great, but not enough –not much in the pipeline for 2006 Prices of RECs eligible for Mass.-RPS on spot market > $50, when they should be ~ $30 Despite high prices, not enough projects are getting built because high prices for short-term deals do not translate into project financing –we need to fix the RPS IBEW Local 103, Dorchester

Contributions made to Mass Energy will buy future RECs from projects to be built –individuals can make one-time or monthly contributions –organizations, corporations, and government can enter into contracts Working with MTC towards inclusion in MTC’s Clean Energy Choice program –contributions held in escrow by MTC –100% tax-deductible for individuals MTC will match contributions by making two renewable energy grants – one to contributor’s town and another to benefit low-income people

Leveraging the Fund Each contribution will be spent within 10 years, but patience is a virtue –we will shop for good projects (price, location, environmental assessment, community acceptance) –each year will bring a new series Long-term contracts will fetch better REC prices and/or HEDGE value –we’re looking for generators who are not speculating and need project financing

Leveraging We’ll leverage buying power of > 6500 customers of GreenStart who pay for RECs on their monthly National Grid bills –using the Fund as collateral –for first few years, GreenStart customers will pay for the new RECs as they are generated as contributions flow in, the Fund balance should be build in value even as GreenStart customers use more wind RECs each year we will measure success by # of turbines, not how fast we spend money –eventually each series will be spent Visualizations courtesy
