Peninsulares and Creoles dominated and controlled wealth and power Viceroys – colonial officers Creoles = least oppressed BUT they could not hold high office. Many were educated in Europe THEREFORE they brought back Enlightenment ideas WHICH brought on a revolution in Latin America
