9 FIEO’s Trade Facilitation Services FIEO interacts with the following bodies/agencies from time to time : 1. OFFICE OF DIRECTOR GENERAL OF FOREIGN TRADE(DGFT ): The Office of DGFT is under the Ministry of Commerce Govt of India. The Foreign Trade Policy is formulated by this office from time to time and the procedure for implementing the policy is provided in the Handbook of Procedures. The present FTP is and supplementary are issued every year. 2. CUSTOMS : The Customs falls under the Dept of Revenue in the Ministry of Finance, Govt of India and is governed by the Customs Act 1962 which was later amended in the basic duty of the customs is to prevent any loss of revenue to the Govt of India and act as a trade facilitator to the Exporters and Importers by following the Foreign Trade Policy. 3. CENTRAL EXCISE: The Central Excise levies duties and cess on the goods which are produced in the factories all over India. Those goods and produce which are exported are free from the duties and cess levied on the produce and are refunded through drawback. 4. SERVICE TAX AUTHORITIES : All commercial services rendered are subject to tax. In matters of export, these service tax are refunded to the extent they are directly attributable to export.

10 FIEO’s Trade Facilitation Services 5.PORT AUTHORITIES : India has approximately 200 notified ports through which export and import take place. These include Land Customs Stations, Sea Ports, Airports and River Ports. The long coast line of India is dotted with several major ports such as Kandla, Mumbai, Navasheva, Mangalore, Cochin, Chennai, Tuticorin, Visakapatnam, and Paradip. The break up carriers of import and export goods and products is worldwide is estimated at 79% by sea, 21% by air and 2% by Land. FIEO interacts with various Port Authorities on issues such as port charges, port land rent, etc. 6. SHIPPING LINE AND AGENCIES : The shipping lines and agencies are the main carriers of export and import goods. FIEO interacts with these agencies also from time to time. 7. RESERVE BANK OF INDIA : The Bankers’ Bank under the Ministry of Finance in the Govt of India policy making body for all matters concerning monetary policy in India. The Reserve Bank of India also follows and administers Foreign Exchange Management Act(FEMA), 1999 for all matters concerning inflow and outflow of foreign currency. 8. AUTHORISED DEALER BANKS : This term is used for those banks which are authorised to deal in foreign exchange. These banks administer the banking rules as per guidelines issued from time to time by the Reserve Bank of India(RBI). The banks are both in the public sector as well as private sector.

11 FIEO’s Trade Facilitation Services 9. INSURANCE AGENCIES- There are three types of Insurances which cater to the export sector. These are GIC, ECGC and Marine Insurance. 10. CLEARING AND CARGO HANDLING AGENTS : While exporting and importing goods and produce, they are the direct interface through which the exporters and importers process their documents and export in the Customs notified areas. These areas are generally out of bounds of the general public including the exporters and importers. The Customs notified areas include ports, SEZs and EPZs. 11. PLANT QUARANTINE STATIONS : The mandate of Plant Quarantine Service within the Directorate of Plant Protection, Quarantine and Storage Ministry of Agriculture, Govt of India is to prevent the entry, establishment and spread of exotic pests in India as per the provisions of The Destructive Insects & Pests Act, 1914 and the notifications issued from time to time. 12. THE FOOD SAFETY AND STANDARDS AUTHORITY OF INDIA (FSSAI)- has been established under Food Safety and Standards Act, FSSAI has been created for laying down science based standards for articles of food and to regulate their manufacture, storage, distribution, sale and import to ensure availability of safe and wholesome food for human consumption.

INDIAN INSTITUTE OF PACKAGING : Indian Institute of Packaging under the Ministry of Commerce and Industry, Govt of India is the lead packaging Institute which offers consultancy on different types of packaging to be used for various products being exported. 14. PRODUCT CERTIFICATION AGENCIES LIKE SGS, INSPECTORATE GRIFFITH ETC. : Product Certification is done on the basis of quality, price and physical quantity being exported as mandated by the importer’s country or importer. FIEO often intervenes and faciliatates early clearance of the certification when the issue is stuck for want of information. 15. FOREIGN CONSULATES AND HIGH COMMISISONS IN INDIA : FIEO issues Visa recommendation letters and also interacts with the Foreign Consulates and high commissions on various trade issues as and when the need arises. 16. INDIAN EMBASSIES AND HIGH COMMISSIONS ABROAD : FIEO is in constant touch with the Indian High Commissions and Embassies abroad over all matters concerning international trade including participation in any event abroad.

STATE GOVERNMENTS : FIEO as a partner to the Government in matters of international trade represents the EXIM trade community on Committees in the State Government like the State Level Export Promotion Committee, etc 18. STATE COMMERCIAL TAXES DEPARTMENT : FIEO intervenes in matters of Commercial taxes & VAT refund etc., and also represents the trade in the Committee for VAT Disposal. 19. WILDLIFE INSPECTION AGENCIES : They assist and advise Customs authorities in the inspection of consignments of Flora and fauna as per provisions of Wildlife (Protection) Act, CITES and Exim Policy governing such an item. They certify the eligibility of a certain wildlife flora and fauna to be exported out of India.

Monitoring Committee and other Committees of Kolkata Port for improvement of services to trade

15 FIEO’s Skill Development Services Conducts capacity building courses such as “FIEO INTERNATIONAL TRADE MANAGEMENT PROGRAM” in Kolkata and Bhubaneswar amongst some conducted all over India. Organizes various workshops and seminars on issues of importance in banking, Letters of Credit, Export Documentation, Anti Dumping Laws etc in order to update the exporters on the developments of the International Trade.

16 FIEO’s Trade Promotion Activities FIEO is designated by the Ministry of Commerce, for disbursement of grant under the Market Development Assistance(MDA) Scheme and Market Access Initiative(MAI) scheme to registered exporters for approved promotional activities like participation in Trade Fairs/BSMs abroad, Delegations, etc. FIEO Eastern Region organized the fairs as below under the schemes of Ministry of Commerce. Some of the events in the year are indicated as below: 1.South Asia Commodity and Tourism Fair 2012, Kunming, China –June Canton Fair 2011-March 2012/October Reverse Buyer Seller Meet with Bangladesh at Kolkata-June Gift Expo, Moscow Russia-September Intrade Malaysia-November Buyer Seller Meet in Myanmar - Aug/Sept FIEO in the past has participated in major fairs all over the world like Canton Fair, Guangzhou, China, Global Sourcing Fair, Hongkong, Johannesburg Sourcing South Africa. FIEO has hosted delegations from Iran, Myanmar and other countries.

Other services of FIEO Felicitates members for consistent export performance through the “Niryat Shree”, “Niryat Bandhu” and “Lifetime Achievement Award”. 2.MoUs with leading Chambers of Commerce overseas 3. FIEO issues Certificate of Origin, which is required by many countries to establish proof of origin of the goods 4.FIEO issues visa recommendation letter to facilitate issuance of visa of members. 5.FIEO publishes a monthly bulletin FIEO News which covers all important foreign trade related issues including banking, policy, international marketing, important international events, etc. for the benefit of exporting community

18 FIEO’s Trade Promotion Activities FIEO’s Direct Marketing Approach With effect from 12 th April 2012, FIEO tied up with E-Bay India ( - India's leading e-Commerce marketplace and PayPal - the leading global online payments provider to promote retail exports via e-Commerce from India. This strategic tie-up will stimulate the growth of Indian retail exporters by helping them sell online to 100 million plus international consumers in 190 markets and accept payments in up to 25 currencies. The tie-up will help especially the MSMEs to make use of the ready available eBay global market place while they concentrate on their export productions. The export marketing effort, which is quite a costly affair, will be drastically reduced for these companies with elimination of mark up cost of intermediaries. FIEO is also taking steps to ensure that retail exports are recognised and provisions in the Foreign Trade Policy are required to be included to help encourage its growth. FIEO has already requested the DGFT for appropriate inclusions.

19 FIEO’s Trade Promotion Activities FIEO E-Bay/ Pay Pal tie up FIEO has tied up with eBay/Paypal to provide free stores, on eBay website, with unlimited product listing facility for a period of 6 months to our members which is otherwise (approx) per month. This means a FIEO member upon production of their valid RCMC is entitled to an immediate upfront benefit of Rs.16,500/- (1 USD – Rs.55/-) through this tie-up. 2. The tie-up also provides Paypal’s e-payment gateway integration free of cost with member’s bank account. Using this gateway members will be able to receive payments in 24 different currencies against the items listed on their eBay stores. The payments are received first against orders from buyers and then the orders are shipped by the sellers thus securing payments for the exporters. However, there are return policies which the exporters need to adhere to which form an integral part of agreement between eBay and sellers which our members will also need to enter into. 3. FIEO members will also be able to enjoy from day one the competitive shipping services which eBay has entered into with companies like Fedex etc. to help ship their orders, reliably at competitive rates, received on their eBay stores. 4. eBay will dedicate one executive to help our members set up their store online. 5. Creating a store on eBay and Listing of products there will open an additional sales channel for our members. We will monitor the total sales of our members closely and hope to see appreciable exports through this new channel.

20 Services Overview Advantage Members 1. Members of FIEO are provided with their own homepage where they can upload their product photos and profiles. 2. A foreign buyer while accessing their profiles is also provided a FIEO e-certificate which will certify the authenticity of member. 3 Any enquiry from a foreign buyer will be sent directly to their individual pages or members zone as we know it 4. FIEO will provide guidance and services to its members during the course of exports or imports by interacting with any one of the 19 agencies named earlier for speeding up the export process with the least transaction time and cost. 5. FIEO also represents to the trade facilitation agencies on behalf of the exporters by collecting, collating and analysing statistics and issues concerning international trade. 6. It also ensures reach. Hence, even if the member is situated in a far distance corner of the state, the member can correspond with FIEO over and get his job done as fast as possible. 7. FIEO’s tie up with E-Bay/ Paypal will ensure that the product reach of FIEO members amongst 100 million capitive buyers worldwide.

Registration 21 REGISTRATION WITH FIEO After obtaining the Import Export Code from the office of the ZJDGFT, the exporter/importer needs to register his products with a relevant export Promotion Council by obtaining a RCMC. In this regard, the Director General of Foreign Trade has stipulated that FIEO is the RCMC issuing authority for: Status Holders (turnover of more than Rs. 20 crores) An export company dealing in products not covered by any EPC/Commodity Board, etc. In respect of multi product exporters not registered with any EPC, where main line of business is not discernible, the exporter has an option to obtain an RCMC from FIEO. In respect of exporters having their head office /registered office in Orissa, FIEO is the nodal agency for obtaining RCMCs. FIEO RCMC is valid for exporting products and availing benefits under the FTP.
