Air Traffic Management goal is a well balanced, verifiable performance based on transparent choices!

ATM: a human, machine, procedure complex We can not rely on technology for all the answers!

Facilitating the balancing act FACT: There is an emerging trend to task ATM providers with noise load management around airports, forcing them to balance between conflicting Stakeholder needs; TECHNOLOGY: Technological developments do help, but are not the answer; ATM PROVIDERS: In order to cope with this challenge, ATM providers must drastically improve their organisations, processes, decision making structures, transparency and culture;

Facilitating the balancing act GOVERNMENTS Governments must prepare for rulemaking and oversight of providers’ performance on agreed, prioritised and quantified performance indicators on safety, efficiency and noise containment. In particular, they must lead the way into the establishment of quantitative target levels of safety and risk mitigation for ATM. STAKEHOLDERS, CUSTOMERS In order to maintain proper Stakeholder relations, ATM providers’ decisions must be open, transparent and challengeable. Performance must be contractible, predictable, and negotiable, and all within a clear framework of law.
