Guidance: EO Executive Order 156 State Government Sustainability, Reduction of Solid Waste, and Procurement of Environmentally Preferable Products

Collections Buying Recycled Manufacturing

Reduce GS – “Establish and implement…a solid waste reduction program for materials used in…agency operations.” EO – Requires source reduction, particularly for office paper Requires two-sided printing, duplex copying, and using electronic communication EO – Encourages reusable over disposable, more durable, recyclable, and products delivered with minimal packaging

Recycling: GS Aluminum Recyclable glass Plastic bottles Newspaper Sorted office paper {incl. copier, bond, & computer paper, ledger, white envelopes} “Establish a program…for the collection of all recyclable materials generated in State offices throughout the State.” Required Materials:

Recycling: EO Requires “at a minimum” Aluminum cans High-grade office paper Corrugated cardboard ‘Special Event Recycling’; facilities that host the general public (i.e. sporting events and conferences)

Recycling Education: EO “ It shall be the duty of each state agency to educate and encourage employee participation in agency waste reduction and recycling programs.”

Procurement for Agencies: GS “All State departments, institutions, agencies, community colleges, and local school administrative units shall, to the extent economically practicable, purchase and use, or require the purchase and use of, products with recycled content.”

Procurement: DOA’s Assignment from GS “Review and revise its bid procedures and specifications…to encourage the purchase or use of reusable, refillable, repairable, more durable, and less toxic supplies and products…to the extent that the purchase or use is practicable and cost-effective.”

Procurement: EO “…State agencies shall procure and use environmentally preferable goods and services, including products made wholly or in part from recycled materials, whenever feasible and practicable.” Focus Area: More energy efficient, less toxic, less polluting, and which generate less waste overall
