A media release was also issued Legal notice of public hearing published in the Rensselaer Republican on 8/27 & 9/3

Project Development Process We Are Here Engineering Assessment Project purpose & need develop project alternatives Screen project alternatives Additional work on project alternatives & preliminary design Release environmental document & preliminary design Public Hearing to solicit public comment Finalize environmental document & design Construction

Environmental Document Requirement of the National Environmental Policy Act (NEPA) Requires INDOT to analyze and evaluate the impacts of a proposed project to the natural and socio-economic environments Impacts associated with a project are described in the environmental document

Environmental Document Development of document begins once purpose and need for the project has been clearly identified Develop a number of possible alternatives including a “Do Nothing” alternative as a baseline for comparison Screen alternatives to identify a preferred alternative Solicit public comment on environmental document and preliminary design plan Solicit, address, and fully consider public comments as part of decision making process

Environmental Document INDOT LaPorte District Office, Planning & Programming Department, 315 East Boyd Blvd., LaPorte, Indiana (855) INDOT Office of Public Involvement, Indiana Government Center North, Room N642, 100 North Senate Avenue, Indianapolis (317) Wheatfield Public Library, 350 South Bierma Street, Wheatfield, Indiana (219)

Project History Environmental Document released for public involvement on July 31, 2013 Scope of Environmental Study:  Evaluate impacts to natural and human environments  Social and economic factors  Waterways, wetlands, and endangered species  Historical properties

SR 49 Kankakee Bridge  200-foot steel through Parker truss, constructed about 1941 by the Indiana State Highway Commission  Individually eligible for NR-listing under Criterion C: Engineering

Results Historic Bridge Inventory The SR 49 Bridge over the Kankakee River is a “Select” bridge “Select” bridges are:  Excellent examples of a given type of historic bridge  Most-suitable for preservation

FHWA will not consider demolition to be a “prudent” alternative FHWA will not participate in a project that results in the demolition of a Select Bridge Select Bridges

Rehabilitation Highlights Repair, protect, and preserve the integrity and qualities of the “Select” bridge while providing a safe structure : In-kind replacements Some rivets replaced with round-headed bolts New railing Design live load HS-20, 36 Tons February 1941 Plan Sheet

Project Effects  The project will rehabilitate the SR 49 Bridge over the Kankakee River according to the Secretary of Interior’s Standards for Rehabilitation  Project will result in “No Adverse Effect” to the historic resource

Historic Bridge Development Process Seek consulting party comment:  No objection to project to-date Identify preferred alternative:  Rehabilitation/repair Hold Public Hearing:  September 2013 Environmental Document Approval:  After hearing comment period

Existing SR 49 at Kankakee Travel lanes 11 ft wide Shoulders 3 ft wide Land use primarily agricultural and wooded Existing drives in 3 quadrants, just beyond project limits

Project Need Existing Bridge Built in 1941, Rehabilitated in 1972 & 1996 Concrete Deck Deterioration Steel Truss and Floor System Deterioration Substandard Bridge Railing Reduced Live Load Capacity of 9 Tons Width Temporarily Reduced to 1 Lane in 2012 to Increase Live Load Capacity to 20 Tons

Deficiency of Existing Bridge Existing Interior Pier Spalling of Concrete on Pier Cap Exposed Reinforcing Steel Existing Concrete Deck Longitudinal and Transverse cracks Expansion Joints Deteriorated Truss Span Deck Delaminated Truss Span Deck is 40 years old

Deficiency of Existing Bridge Existing Steel Truss Deteriorated Truss Members Deteriorated Ends of Floor Beams Impact Damage to Bridge Rail Impact Damage to Sway Frames

Rehabilitate Bridge to Carry 2 Lanes with a Live Load Capacity of 36 Tons. Repair and Reinforce Truss Members Replace Reinforced Concrete Deck in Truss Span Overlay Concrete Deck in Steel Beam Spans Repair Deteriorated Concrete Pier Install Riprap Scour Countermeasures Improve Safety Proposed Repairs to Bridge

Proposed Safety Improvements Remove Retro-fit Thrie Beam Rail Install INDOT PF-1 Bridge Rail

Maintenance of Traffic Alternatives Temporary Runaround Temporary bridge would be approximately 360’ long Impacts to wetland areas southeast of bridge Wetland mitigation requirements Increased construction cost and time

Maintenance of Traffic Alternatives Phased Partial Width Construction with Temporary Traffic Signals Existing driveway locations would impede the proper function and operation of a temporary signal Increased construction cost and time Reduced Construction Zone Safety Reduced Traveling Public Safety

Proposed SR 49 Road Closure Detour on state routes SR 8, US 421 and SR 10 Approximately 15 miles Most economical option Shortest construction time Safest Maintenance of Traffic

Project Schedule Public Hearing – September 2013 Preliminary Design Plan refinement - Fall 2013 Finalize Environmental Document – Fall 2013 Project Coordination – 2013 / 2014 Construction construction season anticipated
