American Escrow Association – the origins of PREP June, 2002 – AEA Conference – “e-Mortgages, Reality or Fantasy?” All industry segments were represented on this panel July, 2002 – NACRC (National Association of County Recorders, Election Officials and Clerks) submitted resolution to AEA to create an alliance among AEA, ALTA & NACRC August, 2002 – AEA passed resolution to join alliance November & December, 2002 – National Standards page added to AEA website, – IACREOT (International Association of Clerks, Recorders, Election Official and Treasurers) joins alliance – P R E P – Property Records Education Project is born! – Purpose: Providing better networking, educational opportunities and improved, open lines of communication among our memberships – P R E P issues News Release and online Joint Needs Survey to its memberships

American Escrow Association – PREP grows January, 2003 – 383 responded to survey resulting in many educational opportunities for PREP to offer February, 2003 – AEA President served on Privacy and Access to Information panel at PRIA (Property Records Industry Association) Conference, Washington DC; President & 2 nd VP participated in PREP panel at NACRC Land Records Conference. State liaison workgroups being formed as a result March, 2003 – Government Affairs Committee met with MBAA’s MISMO (Mortgage Industry Standards Maintenance Organization) representatives and created alliance to serve as subject matter experts for the eMortgage initiative – 1 st task – review closing data document set June, 2003 – Updates presented at Conference 2003 by Mark Monacelli & Darren Ross; Mark’s update on PREP included the evolution leading to a change in the name; AEA Board votes to join PRIA July, President Milre Henry participated at IACREOT Conference in Denver, business panel session for the recorder’s division; 1 st VP Lois Mayabb participated at PRIA Conference in Wisconsin, NACRC Land Records segment

AEA National Standards – 2 subcommittees emerge August, 2003 – AEA board accepts recommendation to establish two subcommittees – Standards Setting – Technical in nature Monitor and report progress made in the eMortgage, eNotary and eRecording technical arenas by utilizing alliances created with: – PRIA – Property Records Industry Association – MISMO – Mortgage Industry Standards Maintenance Organization – PREP – Educational in nature Promote and report on member participation in the PREP educational alliance created among AEA, ALTA, NACRC & IACREOT by – Helping to create local teams to conduct local alliance meetings – Creation of standardized web page for PREP on each association’s website – Participation as time and funding allows in each allied industry’s national educational programs

PREP – Property Records Education Partners Created in 2002 as “Property Records Education Project” and is a direct result of AEA Conference 2002 attendees’ questions of e-mortgage panelist, Mark Monacelli, St. Louis County, MN Recorder Modeled after Minnesota Task Force First PREP National Workgroup conference call November, 2002

PREP – Property Records Education Partners The Minnesota Task Force model Formed in 1997 Mission: “To ensure quality representation for the home buying public we need to improve communication between title industry and the counties to make this process easier.” The title companies were requesting the forum to discuss specific needs such as standardization, consistent recording procedures and reduced timing for recording. The counties needed a forum to express concern over the document rejection rate. Also wanted a vehicle to communicate with the appropriate people in the industry.

PREP – Property Records Education Partners Minnesota Task Force Accomplishments Since 1997 held regular meetings every six to eight weeks During the past five years, there have been over one-half dozen joint education programs Mutually supported each others legislation Shared detailed reports tracking document rejections, recording times, etc. Effective forum to disseminate information, discuss changes/policies/procedures, etc.

PREP – Property Records Education Partners The PREP purpose: To provide a structure to improve local working relationships by opening and enhancing lines of communication, creating networking channels and expanding education opportunities. The title, escrow and recording industries all work for the public to consummate real estate transactions. Serving constructive notice by the proper and timely recordation of the real estate transaction is paramount to a free and open society.
