The Innovation Process A Complex Task on European Scale

Characteristics and Essentials of a European Technology Platform Characteristics of a successful ETP q mission oriented; q based on road map; q larger financing scale and diversity of technologies; q leadership and commitment by the stakeholders, who drive the commercialisation of results; q flexibility in type and structure of different ETPs; q political awareness and visibility incl. platform title; q European added-value by the new instrument; q based on secure funding. ETP has to promote innovation on a European scale!

European Commission important role as catalyst The EC should: q support the identification of the major European problems; q provide bridges for ETP - coherent regulations, financial sources, appropriate DGs; q match funding to project types, provide catalytic funding for new ETP-initiatives; q foster coordination of public investment, help to shape the European Research Area; q help to coordinate public RDI-investment with other elements of the innovation process.

Benefits to participiants of ETPs R&D community Long-term road map gives guidance for scientific and technological research. Europe becomes good location for successful science and R&D investment. Launch-pad for increased multi-disciplinary research. Industry Clear interfaces (research community, public and regulatory authorities). Government More efficient coherence in policies, less duplicate funding, potentially efficient and coherent standards, regulations and markets. Consumer More rapid and appropriate solutions to the consumers real-life problems.

Five Guiding Principles Platforms should be 1A Response to Major European Challenges ETPs are mission-oriented, address major EU economic-environment technical - social challenges; 2A Strategic European Initiative Set-up only when clear European added-value and strategic need visible; 3Politically Highly Visible in order to affect changes across national, industrial and technological boundaries; 4Industry led and driven by actors from the problems/applications end of the innovation chain; 5Effectively Planned and Executed using long-term road maps with sound strategies to achieve the visionary targets.

ETP Conf Brussels OCT 13 ETPs can be developed further involving ETPs, Member States and EC Focus ETP activities on potential solutions for the EUs Societal Grand Challenges Help to join all relevant forces across EU in working towards solutions for Societal Grand Challenges Recognise that the complete innovation chain needs be involved in solving Societal Grand Challenges

ETP Conf Brussels OCT 13 Towards solutions to Societal Grand Challenges Incentivise ETPs to join forces in activity clusters, to be called European Technology and Innovation Platforms (ETIPs) Ensure ETIPs focus on Societal Grand Challenges, and have common obligations, rights and branding Develop compliance criteria for ETIP participation, including involvement of all relevant stakeholders, and action plans for research, education and innovation Engage all actors, e.g. Civil Society Organisations (CSOs), EC/DGs, Member States, relevant authorities, and adopt variable geometry as appropriate

The greatest risk for research and innovation is to stop taking risks ! Risk and Innovation

Background Societal Challenge “Secure, clean and efficient energy” 1.ETPs: There are 42 ETPs. There are few sectorial and cross cutting ETPs. There are 8 ETPs related to energy in Europe. 2.Associations: There are more than 15 associations related to energy in Europe.  State of Art :  It is difficult for Industry to take part in all of these different groups (ETPs & Associations)  Commission is overwhelmed with reports and recommendations which could have been streamlined between ETPs & Associations 18
