MVWG Vice Chair Jun Wen, SCE has been appointed as Vice Chair MVWG member since 2008 Jun Wen is a Senior Power System Engineer at Southern California Edison (SCE) Transmission Strategy and Special Assessment (TSSA). She received her BSEE and MSEE from Tsinghua University in Electrical Engineering, and Ph.D. from University of California with the focus on modern Power Electronics. She has been leading the development of the Centralized RAS project – an IEC based Wide Area Monitoring and Protection system since 2008, she is also an active member at the WECC Modeling and Validation Working Group. Before joining SCE, she was advisor for One-Cycle Control, Inc. and consultant for Aegis Technology. She has published over thirty technical articles and holds one US and International Patent on multilevel converter topology and applications.

Load Modeling

Load Modeling – Experience with CMPLDW Phase 1 CMPLDW is being provided with 2014 WECC base cases CAISO, SCE, and WECC reported that high voltages ( pu) were seen during the simulations Overvoltages are most sensitive to protection trip set points and load composition Need data from actual events to validate how much load trips during actual events and compare against simulation

Load Modeling – CMPLDW Phase 2 Work (Bill Price) Reduced computation time by not performing network matrix rebuilding and factorization every time the taps are changed by LTC (v18.1_03) Added protective functions to MOTORC model (v18.1_03) Implemented request to force initial far-end voltage to be no less than 0.95 by changing taps instead of reducing feeder R&X (v18.1_03)  Instead of these solutions, a new request by LMTF is to add a new parameter Vmin to block the model if the voltage is less than Vmin Benchmarking will be performed between improved MOTORC and LD1PAC models to determine if MOTORC model option should be added to CMPLDW Results with transformer saturation modeled showed very minor voltage differences, there is no plan to add this complexity to the model Distributed PV will be incorporated into CMPLDW Presented a method to simply data management - CMPLDW2

Load Modeling – Voltage Dip Criteria WECC-0100 project is to develop a guideline for items remaining from RBP and other needs for TPL-001-4, including acceptable voltage response  TPL-001-WECC-RBP-2.1 retirement on 12/31/2015 Whitepaper discussed:  For small and frequent events, focus on preservation of load  For large events, multiple contingencies, or major capacity imbalances, need to contain it  Sensitivity studies with respect to modeling uncertainty are required for events that are initiated by large faults MVWG will perform studies and come up with recommended performance guidelines that align with the white paper to support WECC-0100 regarding the transient voltage performance criteria

System Model Validation

System Model Validation WECC staff has developed a Sep 8, 2011 case for model validation, available to operating entities on request MVWG is continuing to improve the process to develop future model validation cases  Using WSM data, EMS data, PI data  Created a spreadsheet of key info to collect data from utilities Additional event cases are being developed:  April 29, 2013  July 2, 2013  July 4, 2013

System Model Validation MVWG is participating in the TSS WBRTF effort MVWG contract with GE to convert WECC dyd data to an “element code” definition with WSM  GE presented update of node-breaker capabilities in PSLF version 19 beta  Uses EMS labels for devices (e.g. bus LID) – provides capability to import WSM node-breaker model data into PSLF  Has provided benefits to reconciling modeling differences, identifying and fixing modeling discrepancies  Final deliverable should be completed in the next few months PTI presented PSSE node-breaker format features – under development

Power Plant Model Data Task Force Reviewed the most recent list of suspected errors – if there are additional errors suspected, continue to send them to Kent Will include suspect data errors related to “xcomp” model – sister units should not have a positive xcomp unless there is a ccomp model Include check that Pmax in powerflow should be less than the governor capability mwcap or there will be an initialization error MVWG will work with SRWG to incorporate additional data checks into the base case review process

Excitation Models IEEE Standard on excitation models is hopefully up for ballot soon  Includes approximately 30 excitation models  All include HV and LV gates to incorporate OEL and UEL models More discussion will be needed to determine which model(s) WECC will recommend to be the approved Currently OEL1 is WECC approved UEL1 and UEL2 have been recommended to be implemented in the programs

Governor Modeling Starting an effort to review hydro turbines and hydro governors – lead TBD Hydro governor models and corresponding documentation are to be reviewed and changed as necessary in the programs to include the non-windup limits on the PI controller: h6b, pidgov, hyg3 and gpwscc (or wshygp in PSSE).

HVDC Modeling

Conventional point-to-point HVDC  Dynamic model: under development Investigating discrepancies between the EPRI and Siemens benchmark test case Additional tests will be performed to ensure consistent results Updates to report will be made as an ongoing effort VSC point-to-point HVDC  Powerflow model Implemented in PSSE, beta in PowerWorld, beta in PSLF Testing is underway  Dynamic model: two proposals are being discussed Memo by Siemens is currently under review by task force

HVDC Modeling Ongoing Issues  Trans Bay DC model still needs to be validated  PDCI Modeling Sylmar model still needs to be validated Celilo is expected to be replaced in 2016, the updated model is in progress

NERC Updates Eric Allen (NERC) provided updates MOD (modeling data) and MOD (validation) are approved and filed for regulatory approval  Update: FERC approved on May 1, 2014 NERC MWG efforts:  Node-breaker modeling – implementation targeted for December 2015  Standardization of models – initial draft for powerflow and dynamic models are completed, not intended to override interregional lists  Developing a list of issues for sharing data between entities when events occur

WECC Project Updates WECC-0101 SAR Gen Validation Policy  Drafting team chaired by Shawn Patterson USBR  Draft variance has been posted for comment, due April 28 th WECC-0099 PSS Effectiveness  Drafting team formed (consists of Control Work Group), chaired by Martin Bauer USBR  First meeting held in March 2014  Additional studies by MVWG will be performed to support this effort
