Black Swan Exercise  Purpose and scope: the largest, most complex full scale exercise in design and execution of an Offshore Mass Rescue Operation (MRO) exercise in the history of the International Maritime Community.  Development of this joint contingency planning exercise began in 2010  U.S. Coast Guard, cruise lines, emergency response teams, the Bahamian government and other key parties partnered in this exercise in Freeport, Bahamas
