Why include monitoring too?  to highlight different roles of monitoring & evaluation  to highlight relationship between monitoring & evaluation  monitoring requires attention in its own right!

The monitoring & evaluation relationship  context  baseline  sampling frame  identifier

Evaluation questions  is there an impact?  Result indicators  CIEs where possible (at programme & project level)  regular surveys of supported businesses  TBIEs at project level

Evaluation questions  what interventions are most effective (i.e. have the largest impact)?  Analysis of repeated surveys (to get large enough samples)  comparison of CIE evidence where available  consideration of TBIE evidence

Evaluation questions  what types of businesses / jobs?  area of PMC interest!  analysis of monitoring data  regular surveys of supported businesses

Other Evaluation questions  (mainly qualitative)  do we have a good balance of interventions?  are we integrating the CCTs effectively?  are our processes effective?

Structure, resources, organising principles  RME Team will:  monitor programmes  evaluate programmes  advise projects on project level evaluation  10 M&E staff on ERDF & ESF  5 million euros

Learning from  Monitoring & evaluation aren’t ends in themselves  Collecting business level data is really, really important  Need to avoid duplication between project & programme level evaluation
