JOINT AASHTO FHWA INDUSTRY TRAINING COMMITTEE ON ASPHALT “Partners in Performance”

Welcome the participants HMA Industry - $ Billions, primarily tax dollars for roads Crucial for movement of people and goods

Hot Mix Asphalt (HMA) Construction Program Module 1 - Course Introduction

Course will teach best practice Best practices should be the rule, not the exception Course covers from contract signing to pavement opening Not particularly new technology, but building on fundamentals of HMA construction

The Problem The HMA Industry is under increasing pressure to design, manufacture, and construct higher performance pavements faster and at lower costs. The HMA Industry is under increasing pressure to design, manufacture, and construct higher performance pavements faster and at lower costs. The skills and abilities of those in the field are a limiting factor due to lack of uniform training and staffing problems. The skills and abilities of those in the field are a limiting factor due to lack of uniform training and staffing problems.

“HMA Industry” - Agencies and Contractors; public agencies and private companies. Major industry changes – –downsizing – –early retirements – –more contractor responsibility – –QC/QA – –Superpave, SMA, and other new mix types Comments will be made throughout the course about the differences between mix types and how they affect various aspects of construction

The Need To produce technically competent decision-makers in the field to cope with these changes, and produce the highest quality HMA Pavements possible.

Joint Training Committee on Asphalt AASHTO (Numerous state agencies)AASHTO (Numerous state agencies) FWHA (Headquarters and Regions)FWHA (Headquarters and Regions) Industry (Asphalt Associations, Manufacturers, Consultants)Industry (Asphalt Associations, Manufacturers, Consultants)

The Joint AASHTO/FHWA/Industry Training Committee on Asphalt provided the impetus to develop this course. The Committee was formed in 1989 States involved have included MO, FL, IL, OK, PA, TX, UT. FHWA - Construction and Maintenance Division, NHI Asphalt groups - NAPA, Asphalt Institute, NCAT State asphalt associations - TX, NJ, AL, MN Manufacturers - (All of them)

The Goal To design, develop, and institute a National Training program through the joint efforts of AASHTO, FHWA, and Industry.

The Objective To produce technically competent decision makers in the field through a series of technical training programs.

Develop high quality training materials for the construction team. Uniform, consistent, practical knowledge of all aspects related to HMA pavements. For uniformity, basic course material is derived from the HMA Paving Handbook (“Black Book”).

Three Programs in HMA 1. Construction 2. Production 3. HMA Materials, Characteristics and Control

Construction - chosen to be first; finished in 1993, revised in Pilot courses - taught to target audience to ensure good feedback from the people on the job. Courses taught through NHI and by other interested organizations -- HMA Construction has been taught to over 4,000 since Courses 2 and 3 - Due out in NHI and other organizations have courses for just about any other subject (e.g. Preventive Maintenance). A fourth course is currently under development.

Course Objectives Develop a working knowledge of HMA constructionDevelop a working knowledge of HMA construction Develop an understanding of how construction affects performanceDevelop an understanding of how construction affects performance Recommend good construction practicesRecommend good construction practices Show how to identify and solve problems quicklyShow how to identify and solve problems quickly Facilitate communication and cooperationFacilitate communication and cooperation

The last item may be the most important one of all.

The Target Audience The decision makers in the field that determine the ultimate success of the pavement being constructed, including: Agency: Engineer, InspectorAgency: Engineer, Inspector Contractor: Superintendent, Crew ChiefContractor: Superintendent, Crew Chief ConsultantsConsultants

The actions of field personnel have a substantial influence on the performance of HMA pavements. On the spot decisions require experience and training in proper practices and procedures.

Stress that this is the construction team - a partnership The only way to really build a job right is to cooperate and use two-way communication. It is easier to work with someone than against them.

Introductions

Instructors - introduce yourselves Ask participants to introduce themselves. Ask for such information as: Name, Who they work for, Job responsibility, Years of experience, One question you want answered before you leave. Write these questions down to cover at the end? Remind everyone to wear their nametags for the entire program. After introductions, pair up participants in two- member teams (contractor/agency, contractor/ consultant, agency/consultant etc.) Last choice is two people from same organization.

Group Rules Relax, and have a good timeRelax, and have a good time Don’t be lateDon’t be late Attendance is a mustAttendance is a must Participation is a mustParticipation is a must There are no dumb questionsThere are no dumb questions Respect your neighbor (especially their opinions)Respect your neighbor (especially their opinions) No smoking in classroom (many breaks provided)No smoking in classroom (many breaks provided) No profanity, pleaseNo profanity, please

For any group to function, there must be a few rules. There is a lot of talent in the room. Encourage participants to meet each other, socialize, ask questions, and listen to the answers. Emphasize there are no dumb questions (only unasked ones). Encourage open dialog among instructors and participants. It is highly appropriate to have another classmate answer a question.

Course Schedule Module 1 - Course Introduction Module 2 - Project Organization and Communication Module 3 - Surface Preparation Module 4 - HMA Delivery Module 5 - HMA Replacement Module 6 - Joint Construction

Hand out a detailed schedule of your course, if you haven’t already done so. Typical course schedule: – –Day 1 - Modules 1 to 5 – –Day 2 - Modules 6 to 9 – –Day 3 - Modules 10 to 11

Course Schedule (Cont’d) Module 7 - Troubleshooting # 1 Module 8 - Compaction Module 9 - Troubleshooting # 2 Module 10 - Quality Control/Quality Assurance Module 11 - Troubleshooting # 3

Course Layout Module OverviewModule Overview KeywordsKeywords ObjectivesObjectives Course MaterialsCourse Materials Review of ObjectivesReview of Objectives

The course parallels the sequence of construction. The materials listed are provided for each module at the front of each session. Evaluations help find out if the materials are effective, and where improvements are needed. Encourage participants to comment freely in the evaluations.

Module 1 Objectives Understand why you are hereUnderstand why you are here Understand what will occur during this programUnderstand what will occur during this program

Tell the class that the objectives will be reviewed and discussed at the end of each module. Discuss that the program is designed to be interactive. The participants have a wealth of information to share with each other and the instructors. Mention there will be several problems to be worked among the participants.

Course reference - HMA Paving Handbook (“Black Book”). All of its material not covered in this course. Recommended reading for details not covered specifically in the course. Many other organizations produce publications and materials covering all topics within HMA and asphalt pavements.

Terminology

Many names, nicknames, and specs exist for HMA. Various names for various regions. For uniformity and consistency, this program will use a general set of terminology. Ask: What do they call HMA here? Point out glossary of terms for HMA Construction in back of manual. (Do not try to review the glossary; mention it as a reference.)

Review Objectives Why are you here? Why are you here? What will occur during this program? What will occur during this program?

Ask for specific responses to these questions. Use questions that will help draw out responses, such as: – –What do you remember? – –How is it related to what you know? – –How will you use this information in the future?
