Uniform Contract Act (UCA) Federal Acquisition Regulation (FAR) and subsequent paragraphs describe the Uniform Contract Format (UCF) _2.html#wp _2.html#wp The UCF is used for most (but not all!) Invitation for Bids (IFBs) and Request for Proposals (RFPs) UCF provides framework and structure for both the Contracting Officer/Office and you, the Offeror/ Contractor UCF is comprised of 13 sections among 4 parts Slide 2 of 14

The Four Parts of the UCF Part I – The Schedule Comprised of Sections A - H Part II – Contract Clauses Comprised of Section I Part III – List of Documents, Exhibits, and Other Attachments Comprised of Section J Part IV – Representations and Instructions Comprised of Sections K - M Slide 3 of 14

Part I – The Schedule Section A – Solicitation /Contract Form Typically comprised of a Standard Form (SF) 33, although another SF may be used instead, or a cover sheet that provides all required information typically included on an SF 33 Offeror completes and signs the Offer section Contracting Officer completes Award section upon award decision Slide 4 of 14

Part I – The Schedule Section B – Supplies or Services and Prices/Cost Typically broken down by Contract Line Item Numbers (CLINs) and SubCLINS Insert your pricing as indicated/required by CLIN Section C – Description/Specifications/Statement of Work Often referred to as the SOW (Statement of Work) or PWS (Performance Work Statement) Provides more detailed information and requirements for the supplies/products and/or services being solicited Slide 5 of 14

Part I – The Schedule Section D – Packaging and Marking Describes packaging and marking requirements Is sometimes deleted or reserved in service solicitations Section E – Inspection and Acceptance Includes inspection and acceptance instructions May identify specific tests required Section F – Deliveries of Performance For products/supplies, the delivery/performance schedule usually states a specific date or specified period for delivery For services, a contractual service period is usually specified (service periods are usually specified in Section B, as well, as Base and Option Years) Slide 6 of 14

Part I – The Schedule Section G – Contract Administration Data Serves as a supplement to the administrative details provided at Section A Section H – Special Contract Requirements Includes clauses and requirements specific to the proposed contract Slide 7 of 14

Part II – Contract Clauses Section I – Contract Clauses Comprised of Federal Acquisition Regulation (FAR) clauses written out or incorporated in full text by reference Typically comprised of clauses from FAR Part 52 – Solicitation Provisions and Contract Clauses Full text of clauses can be found on-line  Slide 8 of 14

Part III – List of Documents, Exhibits, and Other Attachments Section J – List of Attachments Provides a listing of any attachments, exhibits, and/or additional documents and files that are applicable and relevant to the solicitation but are not included elsewhere Include supplemental files for the other 12 sections of the solicitation Slide 9 of 14

Part IV – Representations and Instructions Section K – Representations, Certifications, and Other Statements of Offerors Includes statements that must be read, completed, and verified Since January 2005, On-Line Representations and Certifications Application (ORCA) are also required  Section L – Instructions, Conditions, and Notices to Offerors Typically outlines the structure and requirements for the proposal response and other clauses regarding proposal submittal Works in tandem with Section M Section M – Evaluation Factors for Award Typically describes how the offers will be weighted, evaluated, and award made Works in tandem with Section L Slide 10 of 14

Sections L and M Work in Tandem Section L Typically: Outlines what is to be included in proposal response Specifies the formatting (framework) for the response and how data is to be presented Includes clauses relevant to proposal response Section M Typically: Describes how proposal elements are weighted in relevance to each other Describes how each factor will be evaluated Explains how the winning offer will be determined Slide 11 of 14
