Adult Education Participant Accounting Manual Updates Section 3: Participant Eligibility Attendance Requirements The participant was in attendance and received instruction in all classes on the count day, or met one of the following criteria:

Adult Education Participant Accounting Manual Updates The participant had an authorized excused absence on the count day, was enrolled on or before count day, and attended all classes at least once within 30 calendar days following the count day.

Adult Education Participant Accounting Manual Updates The participant had an unexcused absence on the count day, was enrolled and had been in attendance during the current semester or trimester prior to the count day, and attended all classes at least once during the next ten (10) consecutive school days following the count day.

Adult Education Participant Accounting Manual Updates The distance learning participant was not in attendance on the count day, was enrolled on or before count day, had a minimum of five documented logins within 30 calendar days following the count day, and had weekly documented two-way communication with the certified teacher-of-record/mentor.

Adult Education Participant Accounting Manual Updates Section 4: Non-Conventional Learning Learning Centers/Labs Distance Learning Aligns with Office of Adult Education Distance Learning Policy Distance Learning Count Date Requirements NEW attendance requirement for count date No Limit to the number of distance learning courses No requirement to take traditional instruction at the same time

Adult Education Participant Accounting Manual Updates Distance Learning Count Date Requirements Meet participant eligibility requirements Course must be approved by local school board and must count toward HS diploma or program/progression Certificated teacher and participant must be assigned to the distance learning course. The course must appear on participant’s class schedule.

Adult Education Participant Accounting Manual Updates May not generate more FTE per course than would be generated by traditional classroom No limit to the number of distance learning courses Must be enrolled on or before count day, and if not in attendance on the count day, must have a minimum of five documented logins within 30 calendar days following the count day, and weekly documented two-way communication with the certified teacher-of-record/mentor.

Adult Education Participant Accounting Manual Updates Teacher-of-record/mentor must be identified and must be a Michigan certified teacher employed by the school district…and will be available for assistance and to monitor the participant’s progress, and is responsible for reviewing all course work and assessments that would indicate the participant’s success in the course. District is required to pay all required fees to participate in the course.

Adult Education Participant Auditing Manual Updates Section 2: Desk Audit Procedures Required documentation for distance learning participants: The distance learning participant must be enrolled on or before count day, and if not in attendance on the count day, must have a minimum of five (5) documented logins within 30 calendar days following the count day, and weekly documented two-way communication with the certified teacher-of-record/mentor.

Adult Education Participant Auditing Manual Updates Section 5: Audit Reports A participant eligibility count audit report must be submitted to the Office of Adult Education and the Michigan Department of Education Office of Audits via the Michigan Student Data System (MSDS), and also to the superintendent of the local school district (or applicable local program managers). The final FTE report is a public record and is available to any interested party.
