Brief History Created by Congress on 4 August 1790 at the request of Alexander Hamilton to enforce revenue collection, making the USCG the oldest continuous seagoing service in the United States Merged with the US Life Saving Service in 1915 to become the US Coast Guard Since then, the Coast Guard has protected the United States throughout its long history and served proudly in every one of the nation's conflicts.

The Coast Guard Today After the attacks of September 11, 2001 the Department of Homeland Security was established and the USCG was transferred to provide increased security to our waterfront The USCG remains a federal law enforcement agency, a military force, and a humanitarian service In times of war, or at the direction of the President, the Coast Guard serves as part of the Navy, defending the nation against terrorism and foreign threats.

STA Tillamook Bay Haul-Out is currently not operational, no current AFC-43 solution available (Repairs exceed $1.5M for a 1-2 year solution) FY17 AC&I project to replace Haul-Out, Boathouse, and Wave Barrier and install Debris Screen ($22M) PPR completed, awaiting funding Operational impact due to inability to haul boats locally

AIRSTA/SFO Port Angeles AFC 43 project completed in FY15 to replace fuel farm ($1.2M) FY15 AFC 43 project to correct apron deficiencies and improve hangar decking currently underway ($1.5M) CG-711 and CEU Cleveland establishing requirements for runway length based on potential IFR Current runway length established by CG43 as 3,000 ft Design exists to repair 2,600 – 4,500 ft Recapitalize Floating Docks and Install Covered Mooring (on prioritized AC&I planning worklist)

High Visibility Planning Projects North Bend Family Housing -New requirement to provide additional family housing to meet the deficiencies noted during the 2010 Housing Market Survey Analysis Astoria Housing -Phase 1 currently underway, all planning completed for future phases, AC&I fund/FDCC construction. FRC Homeport Study Feasibility study and environmental contract awarded September 2014. Estimated completion date in July 2015. OPC Homeport Study -Feasibility study to examine potential homeports -Naval Base Kitsap (Bremerton), Naval Base Everett, Base Seattle, Port of Astoria Potential Closure of AIRFAC Newport -No current projection of future operations

Aids to Navigation (ATON) Federal Aids to Navigation (ATON) include any marine aid to navigation installed and maintained by the U.S. Coast Guard. All lighted and unlighted buoys, fixed structures (such as day beacons and lights), ranges, and lighthouses. The U.S. Coast Guard provides navigational positioning signals and buoys/aids that mark channels and harbors.

Regional Multiple Award Construction Contracts (RMACC) 5-10 Indefinite Delivery/ Indefinite Quantity (IDIQ) contracts for defined regions:

RMACCs continued: Provide multiple discipline construction and design- build services on a competitive basis. Types of scopes include: Design/build construction Performance based construction Design-bid/build construction (e.g. prescriptive specs/drawings) Combination of any of the above
