THE SPANISH CLIMATE CHANGE ADAPTATION PLAN José Ramón Picatoste Ruggeroni Oficina Española de Cambio Climático Ministerio de Medio Ambiente GENERAL FRAMEWORK FOR THE COORDINATION FOR ALL THE ACTIVITIES RELATED TO EVALUATION OF IMPACTS, VULNERABILITY AND ADAPTATION TO CLIMATE CHANGE

THE SPANISH CLIMATE CHANGE ADAPTATION PLAN  Aim: Integration of adaptation to climate change into the planning strategy of the different socio-economic sectors + ecological systems in Spain (mainstreaming) By:  Establishing a continuous and accumulative process of knowledge generation and strengthening of capacities  Assisting all those administrations and organizations interested – both private and public – to assess the impacts of climate change in their area of interest, facilitating knowledge, data, tools and methods  Promoting participation processes focused on the definition of the better options for adapting to climate change

THE SPANISH CLIMATE CHANGE ADAPTATION PLAN

PARTICIPATION AND KEY ACTORS IN THE PROCESS It is necessary to identify and take into account the key actors responsible for each sector from the very first stages Only this way we can fulfill with the aim of integrating adaptation to climate change in the various sectorial planning SOME OF THE KEY ACTORS

THE SPANISH CLIMATE CHANGE ADAPTATION PLAN FIRST PROGRAMME OF WORK ► Generation of regional climate scenarios Objective (in progress under coordination of INM)  Development of regional climate scenarios for Spain  Establish an operative mechanism to generate and actualize periodically regional scenarios ► Assessment of the impact of climate change on biodiversity Objectives (under coordination of DGB and OECC)  Identification of most vulnerable Spanish habitat and taxa and estimate their adaptation capacity

THE SPANISH CLIMATE CHANGE ADAPTATION PLAN ► Assessment of the impact of climate change on water resources Objectives (in progress under coordination of DGA and CEH-CEDEX)  Development of quantitative scenarios of water resources in Spain basins for the 21st century  Assessment of the management and capacity of the Spanish hydrological system (as it is now) under the water resources scenarios  Assessment of potential climate change effects on demands  Assessment of climate change impacts in the water ecological status ► Assessment of the impact of climate change on coastal areas Objectives (in progress under coordination of DGC and OECC)  Identification of most vulnerable Spanish areas and elements of the coast and mainstream climate change adaptation into ICZM FIRST PROGRAMME OF WORK (cont.)

THE SPANISH CLIMATE CHANGE ADAPTATION PLAN Spanish Network of Cities for Climate The activity of this Network is aimed at the promotion of sustainable development policies, and of local policies for the flight against climate change This initiative has been made possible thanks to FEMP and the Ministry for the Environment, establishing on 2004 an Institutional Collaboration Agreement to put into practice initiatives to control climate change More than 125 cities, 16 millions of inhabitants Good practices in mitigation and adaptation to climate change
