DoD Vision for Item Unique Identification (IUID) To implement a policy establishing a strategic imperative for uniquely identifying tangible items relying to the maximum extent practical on international standards and commercial item markings and while not imposing unique government data requirements. Uniquely identified tangible items will facilitate item tracking in DoD business systems and provide reliable and accurate data for management, financial, accountability and asset management purposes. IUID Policy Overview Policy memorandum released on July 29 th 2003 (with subsequent updates) established IUID as a mandatory DoD requirement on all solicitations issued on or after January 1, IUID is required for all property items delivered to the Government if: – Acquisition cost is more than $5,000 – Items with an acquisition cost below $5,000, when identified by the requiring activity as DoD serially managed, mission essential, or controlled inventory – Items with an acquisition cost below $5,000 as determined by the requiring activity – Regardless of value, any DoD serially managed subassembly, component or part embedded within an item and the “parent” item in which it is embedded Wide Area Workflow (WAWF) is the preferred method for capturing IUID data and became a mandatory payment requirement on January 1, 2005

Key Responsibilities for IUID Implementation Program Managers will identify items that require unique identification, including embedded subassemblies, components and parts. These embedded items will be identified in a Contract Data Requirements List (CDRL) or Exhibit. Contracting Officers shall include the clause at , Item Identification and Valuation, in all solicitations and contracts that require delivery of items. All items delivered to the Department will be delivered under a contract line item and the Department’s acquisition cost of each item will be identified under a contract line item or sub-line item Contractors are required to provide item unique identification, or a DoD recognized IUID Equivalent, for all items delivered with an acquisition cost of $5,000 or more and as designated by the requiring activity for items less than $5,000. Under the clause at , marking of items shall be in accordance with MIL-STD-130N, Identification Marking of U.S. Military Property.

Defense Contract Management Agency will inspect and accept IUID items, provide oversight of government-furnished property, provide oversight of initial IUID-enabled SIM information requirements per contract clauses, and provide program and technical support using IUID associated data for analyzing the cost/schedule/technical performance of contractor programs and systems IUID Registry will establish interfaces with Wide Area Work Flow and property systems; maintain the IUID Registry; and establish interfaces with item history, maintenance, system configuration, and other pertinent technical databases Maintenance Activities will incorporate IUID processes into all relevant transactions, mark legacy items as required, associate maintenance events to IUID items, coordinate the development of IUID processes and SIM requirements with the appropriate information systems Key Responsibilities for IUID Implementation

UID-RFID Policy Relationship According to current DoD Policy, RFID tags that carry data are required to be attached to packages at multiple levels, including item packages, cases, and pallets. Unique Identifiers are required to be attached or directly marked on items using a data matrix to carry the UID data elements. Success Stories Navy Leverages IUID for More Efficient and Effective Missile Tracking. New process reduced inventory time by 95%, inventory cost by 97% and labor expense by 67%; inventory visibility increased to 100% annually; data accuracy improved to 100%. (p. 223) Air Force’s “Falcon Flex Program” improves reliability and availability of F-16 avionics. IUID enabled serial number tracking used in maintenance data collection for identification of failure trends and root cause analysis. Program has returned $123 million in F-16 avionics sustainment cost savings. Army Tank Automotive Develops product data infrastructure to support IUID marking, tracking, and data exchange. Initiatives at Army Depots include Red River, Texas as well as Tobyhanna and Letterkenny Pa., where Abrams tanks, Humvees and mine detectors are examples of items now being marked.

Policy Policy for unique item identification. All delivered items for which the Government’s unit acquisition cost is $5,000 or more; Items for which the Government’s unit acquisition cost is less than $5,000, when identified by the requiring activity as serially managed, mission essential, or controlled inventory; Items for which the Government’s unit acquisition cost is less than $5,000, when the requiring activity determines that permanent identification is required; and Regardless of value— – Any DoD serially managed subassembly, component, or part embedded within a delivered item; and – The parent item (as defined in (a)) that contains the embedded subassembly, component, or part.

Valuation Policy for valuation. It is DoD policy that contractors shall be required to identify the Government’s unit acquisition cost (as defined in (a)) for all items delivered, even if none of the criteria for placing a unique item identification mark applies. The Government’s unit acquisition cost is— – For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery; – For cost-type or undefinitized line, subline, or exhibit line items, the contractor’s estimated fully burdened unit cost to the Government at the time of delivery; and – For items delivered under a time-and-materials contract, the contractor’s estimated fully burdened unit cost to the Government at the time of delivery. – The Government’s unit acquisition cost of subassemblies, components, and parts embedded in delivered items need not be separately identified.

DFARS Item Identification and Valuation. As prescribed in (a), use the following clause: ITEM IDENTIFICATION AND VALUATION (JUN 2005) (a) Definitions. As used in this clause— “Automatic identification device” means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media. “Concatenated unique item identifier” means— ……….. DFARS (a) lists definitions that pertain to the Item Identification and Valuation Clause

DFARS Item Identification and Valuation. (b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item. DFARS (b) tells us that deliverables are those items that are listed on a CLIN, SLIN or ELIN!

DFARS Item Identification and Valuation. (c) DoD unique item identification or DoD recognized unique identification equivalents. (1) The Contractor shall provide DoD unique item identification, or a DoD recognized unique identification equivalent, for— (i) All delivered items for which the Government’s unit acquisition cost is $5,000 or more; and DFARS (c)(1)(i) tells the contractor that they must provide IUID for deliverable items when the acquisition cost is ≥ $5,000

(ii) The following items for which the Government’s unit acquisition cost is less than $5,000: Contract Line, Subline, or Exhibit Line Item Number Item Description ___________________________________________________________ DFARS (c)(1)(i) must be filled in with the CLIN, SLIN or ELIN when items to be marked are under $5000!

Embedded subassemblies, components and parts are not deliverables and are not valued separately; however, the contractor must mark them if identified in DFARS (c)(1)(iii)

Policy and Clauses Exceptions. The contractor will not be required to provide DoD unique item identification if: The items, as determined by the head of the agency, are to be used to support a contingency operation or to facilitate defense against or recovery from NBC or radiological attack; A determination and finding executed concluding that it is more cost effective for the requiring activity to assign, mark and register the unique item identification after delivery of an item acquired from a small business concern or a commercial item acquired under FAR Part 12 or Part 8. PCO may not unilaterally decide to exempt an item from IUID

DFARS Alt 1 ALTERNATE I (APR 2005) As prescribed in (c), delete paragraphs (c), (d), (e), (f), and (g) of the basic clause, and add the following paragraphs (c) and (d) to the basic clause: (c) For each item delivered under a contract line, subline, or exhibit line item under paragraph (b) of this clause, in addition to the information provided as part of the Material Inspection and Receiving Report specified elsewhere in this contract, the Contractor shall report the Government’s unit acquisition cost. (d) The Contractor shall submit the information required by paragraph (c) of this clause in accordance with the data submission procedures at
