“Strengthening the National Statistical System of RM” Joint Project By 2011, public institutions with the support of civil society organizations (CSOs) are better able to ensure good governance, rule of law, and equal access to justice and promotion of human rights UNDAF outcome (1). Pro-poor policies, addressing development and population issues, are formulated, implemented, and monitored in a more transparent and participatory manner Country Programme Outcome (11) National partner Implementing agencies Implementation period: August 2007 – July 2010, + Dec June

Specific output: Improved availability, quality, and usage of disaggregated statistical data (with emphasis on data disaggregated by geographic area, age and gender). Project’s Goal: To improve data collection, dissemination and utilization of statistical information with particular attention to national needs, and official statistics overall conformity with international standards. “Strengthening the National Statistical System of RM” Joint Project DATA PRODUCTION DATA DISSEMI- NATION DATA USE Project’s components: 2

“Strengthening the National Statistical System of RM” Joint Project Improve capacities of the NBS and other line-ministries, involved in production of statistical information, to timely produce data of appropriate quality and level of disaggregation Improve availability of data through improvement of data dissemination systems, practices and tools (availability of high-quality statistical printed and web publications addressing needs of data users); Improve use of available data for participatory policy making through enhancing statistical users’ literacy (by increasing the capacity of government, CSOs and other stakeholders, as well as stimulating data use for both in-government and outsourced policy analysis); Project’s Objectives: 3

Introduce new tools to collect missing data for necessary indicators or improve quality of indicators and/or disaggregating level 3. Build capacities of NBS to conduct statistical surveys, gain knowledge on new standards, provide methodological guidance 4. Review and rationalize dissemination tools and increase awareness of data users on info available 5. Strengthen capacities of data users to use statistical data for official & alternative policy analysis and monitoring Project’s Activities : 4

“Strengthening the National Statistical System of RM” Joint Project Achievements & Results: Set of harmonized gender sensitive indicators developed with participation of ministries Assessment of administrative data sources & statistical indicators on justice and criminality performed Functional Analysis and institutional Development Plan of NBS developed Methodology and tools for an ad-hoc module to HBS to collect data on social exclusion prepared Curriculum & training materials for the capacity building program “Training of interviewers” developed and tested First edition of informative bulletin of the integrated network of interviewers & observers printed A public opinion poll on data users’ satisfaction with statistical data produced by NBS in phase of completion Statistical publications: W&M on Labor Market, Structure of Population by Age and Gender - published, Population &Demographic Processes, W&M – in completion 5

“Strengthening the National Statistical System of RM” Joint Project Lessons Learned: Build up goodwill and trust between the NBS staff and the Project’s team Ensure sustainability of the capacity building events given to the NBS staff Support relationships between NBS and analogous statistical offices Pool resources and join efforts for enhancing the development of IT component within NBS Strengthen poor capacities of line-ministries to evaluate policies using statistical data 6
