What is EULIS? European Economic Interest Group: NGO not-for-profit Development portal started 2002 EULIS’ ambition is to be the first call for European land and property information The long term vision is to help create an environment: –To facilitate cross border lending –To facilitate transfer of title cross border by providing legal and related information

Major theme’s More members more users Standardization and extension of info Integration with e-Justice portal

More Members 10 paying members –6 connected countries –3 will (re)connect (Finland/UK/Scotland) –Macedonia new member since March 2013!! 4 pending members –Norway/Iceland/Azerbaijan/Georgia 8-10 have interest –Balkan countries, Russia, Cyprus, Italy, Hungary, Belgium Other countries: place URL on EULIS-website Crucial to have more members…. But there are obstacleas

Connect Balkan countries Name: BALCON Connect 6 Balkan countries to EULIS Sponsor: Sida Start project expected December years project Budget euro (first year) End June: response of the beneficiaries

More users Stakeholder analysis U sers  indirect (EMF, ELRA, EU)  direct (notaries, banks, citizens) Value creation –Data and information have potentially high value –What type of products and services are appreciated Market research and strategy

Marketing is essential

Marketing is essential

Electric car analogy A good concept is not enough Dodge Zeos

Electric car analogy A good concept is not enough Dodge Zeos - Expensive - Millage - Grid of service points

Why is marketing not enough? Basic conditions should be met: –Portal needs many countries connected –Product needs to meet client requirements Situation –Now 6 connected countries –Information is focused on legal aspect What is needed –More countries connected –Wider range of products? Other types?  market research!!

Standardization of info IMOLA and LARESDA project proposals Application for EU grants Standardize Information for interoperability European Land Registry certificate Cooperation between EULIS, ELRA en Eurogeographics and number of LR’s/NMCA

Extend service: standard property document Base Registries Land Registry Cadastre Other property Related registries EULIS- portal Other Property and related information Standard Document with consolidated property information

Which information could be valuable? Preparation: Assessment of the legal situation of the property:  owner, encumbrances, easements, prior rights Assessment of the legal situation of connected properties:  rights equivalent to property: leasehold, erfpacht, Erbbaurecht, superficie, emphyteeusis etc.  encumbrances on the property, rights of way etc. legal situation of the owners:  links to marital registers, inheritance information? Economical situation of the lender:  other properties? What would German banks expect from EULIS? Andreas Lockow

Conduct of the loan transaction:  sale effective? (electronic note to the bank?)  mortgage registered? agreed ranking, amount etc.? (electronic note to the bank?) Valuation:  community registers, Baulastenverzeichnis and other additional registers  zoning (What can be build on the site?), public law information  cadaster What would German banks expect from EULIS?

Valuation continued:  values of comparable properties, transactions etc.  maps  photographs For German banks, EULIS can not replace in situ inspection, but can reduce the costs and make inspections more efficient. EULIS can be used for the information for periodic re-assessments. Should the format of EULIS information be standardized for all countries? Standardized information is only useful, if the content of information is really the same. otherwise, it can be misleading. Land registers in Europe give legal information with different effects and content: Examples: What would German banks expect from EULIS?

2.What would German banks expect from EULIS? Structure of land registers

What would German banks expect from EULIS? Transfer of property: "registration vs recordation"
