Assessing and managing risk… Is something we do every day Is an ‘art’ as much as a science Requires value judgements based on the circumstances

Who is obligated to ensure safety? The WH&S Act defines those with obligations to ensure safety as: – The Employer (i.e. CES) – The Person in Control (e.g. principals, HODs) – Workers and others (teachers, aides, volunteers etc.) Safety is achieved through effective risk management.

What is the risk management process? The WH&S Act outlines this process for managing risks in the workplace: 1.Identify the hazards 2.Assess the risk 3.Determine control measures 4.Implement control measures 5.Monitor and review

Curriculum Activity Risk Planner The Planner has been designed to assist teachers start the curriculum risk assessment process: Step 1: Identify hazards associated with activities Step 2: Assess the risk level Step 3: Determine the control measures required Use of the planner to record activities is not mandatory. What are the hazards with a simple trip to the airport?

Record the activity… If an activity involves hazards, record the activity in the Planner record sheet. This will provide a record of your initial risk assessment.

Assessing the inherent level of risk Consider five key questions: 1.Which students will be involved? 2.What will the students be doing? 3.What will the students be using? 4.Where will the students be? 5.Who will be leading the activity?

How is risk assessed? Risk is assessed by considering the: Likelihood of an incident occurring (i.e. what is the chance) Consequence if it did occur (i.e. injury, illness) Also consider our social context.

What is required for Low risk activities? Little chance of incident or injury Most regular classroom activities undertaken by a majority of teachers will be low risk. Manage through regular planning processes

What is required for Medium risk activities? Some chance of an incident and injury requiring first aid Document controls in planning processes and/or complete a Curriculum Activity Risk Assessment

For High and Extreme risk activities… HighExtreme Curriculum Activity Risk Assessment Approval  Register Assess the risk

What is required for High risk activities? Likely chance of a serious incident and injury requiring medical treatment Complete a Curriculum Activity Risk Assessment Principal or delegated DP or Head of Department to approve risk assessment Activity details to be entered into the School Curriculum Activity Register Obtaining parental permission is recommended

What is required for Extreme risk activities? High chance of a serious incident resulting in debilitating injury or death Consider alternatives to doing the activity Complete a Curriculum Activity Risk Assessment Principal to approve risk assessment Activity details to be entered into the School Curriculum Activity Register Parental permission must be obtained

How do I do a curriculum risk assessment? 1.If a Curriculum Activity Risk Assessment (CARA) guideline exists for your activity, use that. 2.If a CARA guideline does not exist, use the Curriculum Activity Risk Assessment Template.

Does a Curriculum Activity Risk Assessment (CARA) guideline exist?

What are the benefits of using a prepared Curriculum Activity Risk Assessment guideline? The CARA guidelines are based on current regulations and expert advice. Each CARA guideline will: – Provide assessed risk levels as a guide – Stipulate the minimum recommendations for the activity – Identify the common hazards – Suggest controls for you to consider A guideline can be completed electronically, saved, and used as a basis for future risk assessments. The CARA guidelines have been prepared to assist you complete a quality risk assessment.

Qualifications Some new requirements 12 months phase in period for qualifications (till end of 2011) Refer to CARA Guidelines for details

What if no guideline exists for my activity? Use the Curriculum Activity Risk Assessment Template It will take you through the risk assessment process Tab 4

What is the Curriculum Register? Need to record high and extreme risk activities being conducted. A School Curriculum Activity Register is to be kept. Once a CARA is approved, its details are recorded in the register.
