Initial Steps STAKEHOLDERS identify the needs. SPONSORS determine whether it may be eligible for federal assistance, request Corps to determine if there is a federal interest in pursuing project to address stakeholder needs, and work with the Corps and Stakeholders through the Federal process as a partner. CORPS upon receipt of Congressional Authorization and funds, performs Reconnaissance to verify information. Upon receipt of Congressional Authorization and funds, performs the Feasibility Study to determine if there is a Federal Interest. Work with the Local Sponsor(s) through the Federal process as a partner. 3

Funding requests for annual appropriations. Participation in DC trips to support funding requests. Own, operate, and maintain completed projects. Host stakeholder meetings to inform of progress and seek input. Quarterly – Blue River, Brush Creek, Turkey Creek Regional - Blue River Summit, Brush Creek Summit, Levee Owner/Operators meetings. Apply for grants to support complimentary project efforts. Continually seek partnering opportunities. Role of Local Sponsors 8

Corps’ Role 10 Upon receipt of Congressional Authorization and funds, performs Reconnaissance to verify information. Upon receipt of Congressional Authorization and funds, performs the Feasibility Study to determine if there is a Federal Interest. Work with the Local Sponsor(s) through the Federal process as a partner. Enters into agreements with the Local Sponsor(s) PED, PPA, MOA, Support Agreements Enters into Contracts with A&E and construction firms to perform work not done in-house. Administers the contracts. Reviews design and construction for conformance to specifications. Performs QA and site inspections. Issues O&M manuals to Local Sponsor(s) upon completion of work and turnover to Local Sponsor(s). Participates in stakeholder meetings.

MOARC’s Role 11 Regional non-profit organization formed in 1952, following the 1951 floods, to advocate for better management of water and land related resources. Provide regional collaboration among members, develop message for Congress, and reach agreement on priorities. Arrange DC trips to Administrative and Congressional offices w/ local sponsors and stakeholders. Inform members and community on issues related to water and land resource management.
