Mass Centralized Clinical Placement System MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION Mass Centralized Clinical Placement System Established in 2005. Goals of the MCCPS© are to: Facilitate the efficient placement of nursing students into clinical sites. Expand the number of clinical sites for nursing students. Clinical Placement Process: Nursing programs request a clinical placement; Health care organizations accept or reject that request.

Overview Where Massachusetts began MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION Overview Where Massachusetts began 2005 DHE Nursing Education/Practice Partnership Survey Clinical Placements identified as significant issue in improving the quality of nursing education across the state. Time in arranging and managing clinical placements was seen as burdensome to facilities and schools of nursing. Statewide, there is an inadequate number of clinical sites in Pediatrics, Obstetrics and Behavioral/Mental Health. The competition for sites between schools of nursing was a major issue in every region of the state.

MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION The Research Following Partnership Survey, the DHE commissioned a Report of National Current Best Practices in Centralized Clinical Placements. Used a structured interview process to gain an in-depth understanding of each model. Four models in the country were operational: Arizona Oregon San Diego, California San Francisco Bay Area, California

Streamline the process and decrease the stressors of requesting and approving clinical placements for both schools of nursing and health care agencies. Implement an operating framework that based on collaboration, cooperation and teamwork. Ensure that established relationships are maintained. 7

Research to Reality Stepping Stones MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION Research to Reality Stepping Stones Statewide Approach Northeast-Central region as pilot 4 regions operational by 2008 (NH added 2009) Participation is voluntary Regional groups involving all participating healthcare organizations and nursing programs in the region. Role of the Regional Groups: Decision making body for the regional CCP model. Reviews & implements operating framework for the region. Populates & implements database component of MCCP© Develops regional enhancements as determined by Group. Expand the number of clinical sites for nursing students.

RN, LPN and CNA programs In and out-of-state nursing program partners Acute, post-acute, long-term care & outpatient placements Group & preceptorship clinical placements Online Orientation Program for students and faculty Password-protected, searchable database; web-based communication.

Outcomes to Date MA – 3,532 placements 2,686 are filled & 846 are open Managing 22,554 student- placements 90 health care facilities and 72 nursing programs 66% increase in open placements (2008 – 2010) Using the Online Orientation system NH - 472 placements 416 are filled and 56 open Managing 3,294 student-placements 13 health care organizations and 19 nursing programs 25% increase in total placements listed (2010 – 2011) Began using the Online Orientation system Aug. 1, 2011 Will remain on MA system

Overview of the Online Orientation Program MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION Overview of the Online Orientation Program Implemented to: Increase amount of time students spend in the patient care setting by decreasing amount of time spent in repetitive orientation sessions. Decrease administrative burden associated with providing the orientation. Provide comprehensive and consistent orientation to students and faculty.

The Online Orientation Program MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION The Online Orientation Program Online Orientation Modules valid 1 year: 8/1/2011 – 7/31/2012. Students/clinical faculty re-certify starting August 1 each year. Conduct annual review of online material Dec – Jan: review/post updates to National Patient Safety Goals. February - May: Ask users for suggestions during February CCP meetings. Review feedback gathered from those who complete online orientation. Review content of the centralized modules. Share proposed updates with users during spring meetings. Review post-test questions; add 2 new questions to each module and retire 2 “old” questions to the Online Orientation Test Bank. Ask HCOs to post updates to their facility-specific by July 31. Post updated content to site for August 1.

MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION Conclusions Number of open & filled clinical placements have increased. Majority of respondents say: Valuable to their work Is preferred approach Has saved time Is easy to use Behavioral health, pediatric and obstetrical placements difficult to secure. Transitioning to MCCPS does require orientation Straddling 2 systems can be difficult Comfort level with technology varies, users are working to incorporate MCCPS into daily practice.

MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION Next Steps and Plans Increase number of participating clinical sites. Plan for sustainability. Fee based on capacity or utilization Lesser of two fees $6.50 is multiplier $400 minimum The value of the system is found in the efficiencies and outcomes.

Massachusetts CCP Operating Principles & Guidelines MASSACHUSETTS DEPARTMENT OF HIGHER EDUCATION Massachusetts CCP Operating Principles & Guidelines Decisions Made by consensus of the Group members, rather than majority rule. Members who are unable to attend a meeting may register their opinion by emailing the Convener prior to the meeting. A region may elect to use a regional negotiation meeting to review and finalize its clinical placements. Conflicts Resolved on a case-by-case, issue-by-issue basis. Process is one of discussion and consensus. All parties work to find an acceptable solution for each other.

Adding a New Organization As new organizations are entered into the system, existing placements and/or relationships remain intact.

Health care organizations accept or reject requests. Clinical Placement Opportunities There is no informal arranging of placements. Placements need to be listed in the database. System Reports The system allows users to generate reports for the faculty or health care facility manager.
