Total allocation for Estonia is CHF , total net amount available is CHF project agreements have been signed covering the total CHF (100% of the total allocation). Reimbursements together with advance payments have been received in the amount of ~ CHF ,69 (63%). By the end of 2013 reimbursements in the amount of ~ CHF (53%) were received. 6 Project Completion Reports have been approved. Two project completion reports are being prepared. Overview

Publicity The webpage introducing the Estonian-Swiss cooperation programme can be found by visiting (or which leads to the previously mentioned page in English and in Estonian). The webpage contains main information on the projects, agreements and other relevant information concerning implementation of the Estonian-Swiss cooperation programme. Administrative bodies communicate important information through special mailing lists which enable quick communication of information concerning general issues of the cooperation programme In order to reach the right target group the promotion concerning the projects is also done through specific channels like professional unions, information lists etc.

2014 – great year for publicity Fire safety project – articles on risk assessment, news on the aquisition of rescue sheets, final event of the project. Emergency Respond Centre/Ambulances – the new geoinformation system has been completed. National news coverage (Radio, print, TV, internet) and also coverage in Lithuania and Latvia

Events Opening of double house in Valga in the children’s homes project. Final seminars of application rounds in the NGO Fund and the final event of NGO Fund. Completion of construction in Väätsa, Rakvere, Haapsalu and Lasva and other publicity events in the energy efficiency project. Final seminars in Environmental Monitoring Programme sub-projects, conclusion of the Programme. Other final events.

Steering commitee meetings Project steering commitee meetings take place in the environmental monitoring programme, fire safety project, energy efficiency project, treatment of drug offenders project, and a joint steering committe for Emergency Respond Centre’s and ambulances project. The meetings take place quarterly or each half year. Several projects that have steering committee meetings are winding down this year. NCU representative and when possible a SCO representative will attend the meetings as observers.

Site Visits Nationally the responsibility for conducting site visits is on the Intermediate Bodies. They plan the visits and inform the NCU of the date, giving the NCU and/or SCO an opportunity to participate. The exception is the post completion visits, where initative comes from SCO and NCU organises the visit in coooperation with IB. As many site visits as possible, we’ll do in 2014.

Savings All projects scheduled for completion in 2014 should conclude without savings. Savings and their utilisation is the biggest concern in: –Environmental monitoring programme – sub- projects apply for additional activities, which are granted based on availability of funds. –Energy efficiency project – in first order divisions between municipalities will be changed. –NGO Fund – soft activities – trainings, impact report of the Fund etc.
