Mobility Funding FTA A rural program that provides funding for the purpose of supporting public transportation in rural areas. In addition to FTA grants, mobility funding can come from a variety of other federal, state, and local sources. Any non-DOT funding can be used as local match for the FTA 5310 and 5311 programs. FTA 5310 – Funding to meet the transportation needs of the elderly and persons with disabilities.
