Background Culture of “Protection” – Agencies working on their own Services were fragmented and failed to act together to meet the needs of patients and users Without the consent of the data subject – too difficult Improvement Agenda - Internal Review - Gold Standard needed updated -Information Commissioner’s Officer (ICO) Guidance -Data Sharing Code of Practice -Data Protection Act Welsh Accord (WASPI) 24 th April 2013

Model - SASPI Scottish Accord on the Sharing of Personal Information Discussions with Scottish Government – re-enforced success of WASPI and benefits of a national framework Information Commissioner – Letter of Support Seen as important in helping Agencies share information lawfully and securely “Seen as important in helping Agencies share information lawfully and securely” Delivered success in engaging organisations Model needed minor amendments to “Tartanise” underpinning principles – Data Protection Act – UK wide Fife model approved & signed off by senior members Fife Partnership. Pilot kicked off May 2012, review June 2013

Approach - Approach - Partnership working 24 th April 2013 Fife Data Sharing Working Group established to enable Public Sector services as well as third sector providers membership across Fife Agencies & Scottish Government Meetings held – communicating a collective vision, shared values & goals Template & Approach developed Guidance with Operational focus produced Staff involvement & engagement - fundamental to programme

From initiation to approval took an elapsed time of six months but the development of the ISP amounted to no more than 15 hours

Summary - SASPI SASPI framework – still work to be done. Supported from a common basis for multi agency electronic & other secure information exchange procedures Improved communication between partners and a greater understanding of how each agency works Facilitated the exchange of sensitive personal information between the Agencies – increased trust & strength in partnership Provided guidance to our information sharing processes in support of Health & Social Care integration

Sharing of Information Sharing of information about individuals is central to effective care and service provision across the whole service sector and our Multi Agency Partnership is working well in the Kingdom of Fife and providing a solid framework to build upon. 24th April 2013
