What strategic enrollment management is SEM is a comprehensive process designed to help North Central State College achieve and maintain optimum enrollment, where optimum is defined within the academic context of the institution. Adapted from AACRAO Consulting

What strategic enrollment management is not A quick fix Solely an organizational structure An enhanced admission and marketing operation A financial drain on the College budget An administrative function separate from the academic mission

How does NC State optimize enrollment as it evolves from a technical college to a functional community college offering both terminal and transfer degrees? The Big Picture

Strategic areas of focus for Dual credit/dual enrollment Online distance learning Implementation of associate of arts & science degrees Universal or “last dollar” scholarships

Dual credit/dual enrollment – science and math courses In , NC State had 130 enrollees within 11 sections at eight high school sites Thus far in , there are 224 enrollees within 22 sections at 11 high school sites High school instructors lead 20 sections this year, some under a college teacher of record

The added FTE is great, but… We need more of these students to matriculate to NC State upon graduation PSEO typically accounts for approximately 10% of student headcount According to the Board of Regents, only 1% of high school graduates directly coming to NC State have college credit

Transfer Degrees Evidence of a local market for this degree is increasing In Fall 2007, there were approximately 150 undeclared majors excluding dual credit/PSEO Undeclared students do not receive financial aid after 24 credit hours

Critical Questions - Capacity How many A.A. and A.S. students can NC State handle based on current space, equipment and human resources?

Physical resources example The transfer degrees will increase demand for chemistry, biology, and physics lab space. An A.S. degree will expand the normal chemistry load from 1 to 3 courses. Even an A.A. degree will require four lab- based courses. Currently NC State shares lab space with OSU for chemistry and biology, which is constantly booked.

Financial aid formula gap Federal Pell Grants and Ohio’s College Opportunity Grants award funds are based on a formula of the expected family contribution (EFC) toward college costs There is no flexibility with this formula and if it determines an EFC of $4,111 per year, the student is not eligible for grant aid. Formula generally only works as intended when a family has saved long-term for college.

NC State student financial needs In 2006 survey of 536 NC State students, half reported working more than 30 hours a week for pay, much greater than peer colleges Only 35% reported grants and scholarships as a major tuition payment source, compared to 41% for peer colleges Only 50% reported family savings as a major source, compared to 62% for peers

Universal scholarships locally? NC State has met with area colleges and community foundations on the interest in creating a similar effort locally Would likely reflect tuition after federal and state grant resources are exhausted Concept is laudable, but there are numerous internal and external strategic issues to work through
