NEW SCHOOL FUNDING ARRANGEMENTS Autumn 2012

Funding is divided into three blocks Schools block High Needs block Early Years block

SCHOOLS BLOCK ---Comprising nine factors

(1) AWPU with one Primary factor, no differentiation between KS1 and KS2. (2) Deprivation Factor based on Free School Meals (FSM) or IDACI. (3) Looked After Children (4) Prior attainment (based on EYFS or KS2 results) (IDACI – Income Deprivation Affecting Children Index)

Schools Block (continued) (5) EAL – 3 year limit (6) Lump sums between £100 - £150K. This affects small schools (7) Split site (8) Rates (9) PFI

There are various factors which are not included such as swimming pools, hard porous pitches, size factors, VA school insurance, Service children, transient pupils SERFs and ASTs. Representations have been made on these to the DfE.

High Needs Block – this is to be funded on a ‘place plus’ basis. Element 1 will cover the first £4,000, and is said to be in the budget. Element 2, the additional money passed on through the schools block will cover up to £6,000. Only those above Band E will receive extra money under the new High Needs block.

These proposals mean that funding for small schools and for schools with large numbers of Band A to D SEN pupils will be tight.

Early Years Block – this is expected to be roughly similar to the existing funding provision.

The proposals are currently out to local consultation, until the 3rd October. If you haven’t responded to this consultation yet, please consider doing so, (details on the Portal). Projections of what this will mean for each individual school have been sent out. Over the summer, the Schools Finance Team at County have gone through 2,000 iterations of the formula model to determine which changes will produce the least turbulence for schools.

LANCASHIRE SCHOOLS FORUM The sub-group committee structure for the forum is being altered to reflect this new tripartite structure of Schools Block, High Needs and Early Years. This term we have only had one Forum meeting so far, to discuss the new committee structure and the ways needed to implement the ‘Sectorisation’ of voting within the Forum – Primary School representatives can only vote on issues affecting Primary Schools, Secondary School representatives on Secondary School matters, Academies on issues relating to Academies, and so forth.

The new regulations are complex and it is not yet clear what their effect will be. It has been said that the theme of budget turbulence will again be seen in the Autumn Term cycle of Schools Forum meetings.
