2 Career Information Chapter 4 covers the highly complex Navy Organization, Warfare Designations, LDO/CWO Programs & Service Records, Fleet Reserve, and Retirement. -Navy Enlisted Classification Structure (NEC) has 3 major subsystems »Enlisted rating structure »Navy Enlisted Classification Structure »Special Qualification

3 Career Information The official reference for NEC’s is the manual of Navy Enlisted Manpower & Personnel Classification and Occupational Standards.

4 Career Information Special Programs - LDO & CWO- Do not require a college degree. » CWO- Must be an E-7 – E-9. You must have at least 12 years of service but no more than 24 years of service. » LDO- Must be an E-7 or E-8 with at least 8 years of service but no more than 16 years of service. E-6’s that have completed req. for CPO and have made board are eligible for LDO as well.

5 Career Information Brig Staff Duty- Must be at least and E-4 and have 24 months or more active duty. US Navy Ceremonial Guard- E-3 and below are selected from RTC. E-4 and above who are eligible for shore duty will be given a 36 month tour.

6 Service Records -Enlisted Service Records are property of the Navy. -Papers needed for safe keeping are on the left side of the folder. A separator called the Career Performance Data NAVPERS 1070/617 divides the left side. Under this you will find evals, counseling records, commendations, awards correspondence, and previous DD-214’s. -Page 2- Dependency Application/Record of Emergency Data, NAVPERS 1070/602: Reports next of kin. -Page 4- Enlisted Qualifications History, NAVPERS 1070/604: This page contains Education, Classification, ASVAB testing, quals, off duty education, correspondence courses, Navy schools, NEC codes, Awards, PQS, advancements, warfare quals, Etc.

7 Fleet Reserve and Retirement Categories of Retirement - Fleet Reserve: Enlisted members with at least 20 years of service. You may be ordered back to duty without your consent until you reach 30 years of combined duty. - Regular Navy Retired List: An enlisted member of the regular Navy who has completed at least 30 years service. Cannot be called back to active duty without your consent except at time of war or at the discretion of the Secretary of the Navy. - Naval Reserve Retired List: This list is composed of members who are entitled to receive retired pay. You cannot be recalled to active duty without your consent unless it is done by the Secretary of the Navy with the approval of the Secretary of Defense.

8 Fleet Reserve and Retirement - Retired Reserve: Consists of the reservists who retired to the Retired Reserve list without pay. - Transfer to the Fleet Reserve: This requires you complete 2 years at your duty station. You must submit the application no sooner than 12 months and no later than 6 months before your requested transfer date.

9 Naval Organization The United States Navy was founded on Oct 13, 1775 The President of the United States is the Commander and Chief of all military branches. The Joint Chiefs of Staff is made up of all military leaders from each respective military branch. The Joint Chiefs advise the President and the Secretary of Defense on all matters pertaining to military operations and administration.

In 1966 the SECNAV’s Task Force on Navy/Marine Corps Personnel Retention recommended the creation of the office of the master chief petty officer of the Navy (MCPON) The United States Marine Corps was established on November 10, 1775, by resolution of the Continental Congress.

13 Safety and Hazardous Materials for the PO Safety is an ALL-HANDS Responsibility MSDS: (Material Safety Data Sheets) provides basic technical info required for all levels of hazardous materials to aid in proper handling, storage, transportation, and disposal. 14 Safety and Hazardous Materials for the PO CBR: (Chemical, Biological, and Radiological) -MOPP (Mission Oriented Protective Posture) »MOPP Level 1: Least Restrictive, Suspected threat. Gas Masks are issued. »MOPP Level 2: More Restrictive, The possibility of an attack exists. Gas Masks and canisters must remain on person.

15 Safety and Hazardous Materials for the PO -MOPP (Mission Oriented Protective Posture) cont. »MOPP Level 3: A CBR Attack is Probable. Install new canisters on gas mask and have on person. »MOPP Level 4: Most Restrictive, Attack is Imminent. Electronic or Visual indication of employment of delivery systems, or the immediate proximity of an CBR attack. »- Don gas mask.

16 Safety and Hazardous Materials for the PO -WQS Bill: (Watch Quarter Station Bill) used for manning situations for battle stations, lifeboat assignments, watch stations, etc.

Military Responsibilities and Duties Watch standing -POOW: Primary enlisted assistant to the Officer of the Deck (OOD). Some of your duties will include carrying out the daily routine. Notifying the OOD of any changes in the barometric pressure readings of inch or more in any one hour. Make entries in the ships log as directed by the OOD. -Ships Log: Basic requirements for maintaining the ships deck log are contained in: U.S. Navy Regulations Standard Organization Regulations of the U.S. Navy 17

Military Responsibilities and Duties At sea the QOOW maintains the log. In port the POOW maintains it. If you make a mistake in the log, draw a single line through the entry and then place your initials in the left margin. The overall responsibility of the Ships Log is the OOD. 18

Gale Warning: Two red pennants at day and a white light above a red light at night. For winds from 39 to 54 mph (34 to 47 knots). Storm Warning: One square red flag with a black center for day and two vertical red lights at night. For winds 55 to 73 mph (48 to 63 knots). Hurricane Warning: Two square red flags with a black center for day and a white light between two vertical red lights at night. For winds 74 mph and up. 19
