Updates since the February, 2011 Workshop Updates since the February 17/18 th, 2011 Workshop Solix initiated a Weighted Average Pilot Team consisting of 8 CA LifeLine carriers. The carriers: o AT&T (Pacific Bell) o Verizon o Siskiyou o Calaveras o Cox o AT&T (local) o ConnectTo o Sierra

Pilot Team conference calls were held on March 1 st, 15 th, and 28 th. All Pilot Team carriers were well represented. Some highlights from those calls: o The obsoleted Disconnect Date column will be reinstated with new rules. o We learned that customers who switch from flat to measured service or switch rate groups within a cycle month need to be considered in the Weighted Average Count report. o We learned some carriers do not have rate groups or tribal lands. Defaults will be used. o The Pilot Team reviewed and accepted the 3 new data element edits proposed. The Pilot Team also accepted where these data elements would be positioned in the various FTP-based layouts (Daily Upload, Daily Return, and monthly True-Up files).

Some highlights from those calls (cont’d): o Still in discussion: The necessity for a “mass update” from the carriers to Solix to set flat/measured, rate group, tribal lands values. o Still in discussion: Rules for sending Solix a mass update of recently disconnected and denied customers. o Still in discussion: The implementation date and the Pilot Team development timeline. o Still in discussion: The need for carriers to have weighted averages for TTY counts and tribal lands separately.

The 12:01am Daily Return Process feed immediately following the mass update will use the enhanced layout (3 new data elements). FTP Carriers’ Daily Upload Process feeds will use the enhanced layout starting with the next day’s activity. Web-based carriers will manage customers via the interface.
