EBM Tools Network Developing and Supporting Tools for Coastal-Marine EBM

EBM Tools Network Goals Develop knowledge base of existing EBM tools and increase access to and evaluation of tools Determine tool functionality needed for EBM and promote development of tools to fill gaps Promote tool interoperability and sustainability Develop and promote best practices for using EBM tools Build capacity for using EBM tools – Develop EBM tools trainings and toolkits – Provide support for tool use in on-the-ground EBM projects

What is EBM? Accounts for ecological, social, and economic goals Incorporates understanding of ecosystem processes Considers ecological boundaries, not just political Uses adaptive management Accounts for uncertainty Engages multiple stakeholders in collaborative process Photo by Kip Evans, Courtesy of MBNMS/NOAA

EBM Tools Primarily software Goals for tools: – Account for multiple, competing objectives – Provide models of and account for ecosystem processes – Account for uncertainty – Engage multiple stakeholders in collaborative process Decision support not decision maker

EBM Process Characterize the Context for EBM Set Goals, Analyze Scenarios, and Select Actions Implement Actions, Monitor, and Adaptively Manage Engage Stakeholders

Where Tools Can Help Characterizing the Context for EBM -Develop conceptual models of ecosystems, human systems, and interactions -Identify watersheds/marine areas affecting potential management actions -Help translate local knowledge into geospatial data Setting Goals, Analyzing Scenarios, and Selecting Actions -Develop quantitative models of ecosystems, human systems, and interactions -Map and rank threats according to potential impact on goals -Generate scenarios of ecological and economic repercussions of potential management actions -Evaluate costs of potential management actions relative to goal achievement -Facilitate stakeholder visualization of/voting on potential management actions

Management Decisions Land Use Planning Tools Misc. Tools Dispersal and habitat models Hazard assessment tools Data and project management tools Fisheries Management Tools Marine Ecosystem Models Conservation/Restoration Area Selection Tools Optimization Interoperability not “SuperTool” Stakeholder Engagement and Communication Tools Electronic voting Conceptual models Ecological “games” Visualization tools Mind mapping tools Socioeconomic Tools Economic models Local knowledge tools Political/regulatory tools Watershed Models Decision Support Tools/Coastal Zone Management Tools

EBM Tools Database Developed draft EBM framework to determine tool functionality needed for EBM Identified currently-available software tools useful for coastal-marine EBM Sources of tool information: – Other tool surveys – Web searches – Interviews with developers – PlaceMatters land use planning database Created tools database (80+ tools)

Priority Tools Selected based on: – Breadth of EBM tasks performed – Uniqueness of EBM tasks performed – Previous applications to EBM tasks – Perceived sustainability (including platform type, user support available) © Wolcott Henry 2005

Tool Needs Framework tools to support EBM process Tools that: – Account for socioeconomic factors – Account for land-sea interaction – Include confidence/uncertainty estimates – Support EBM implementation Deal with political and regulatory hurdles Help develop realistic budgets – Help develop and implement monitoring plans – Help mine and process data Sustainable funding models for tools Photos by Steve Spring, Palm Beach County Reef Rescue and Reuven Walder, SPAWN

Next Steps Add other relevant tools to database Finalize list of priority tools “Lift up the hood” engineering evaluations Survey developers to learn about funding models for tools Work with willing tool developers to develop suite of interoperable tools for EBM implementation Courtesy of April Baker, Chesapeake Bay VA NERR/NOAA
