NASA Shared Services Center John C. Stennis Space Center The NASA Shared Services Center is an efficient, flexible, multistory LEED™ Gold Class A facility designed to reduce energy and natural resource consumption. The facility incorporates an outstanding work environment with three naturally lit, temperature controlled, multistory atria that provide natural light to over 90% of the useable interior space of the building. Each atrium is approximately 50 feet by 50 feet and extends from the ground level through all three floors and terminates at the skylights. An additional design benefit addresses the useable net square footage, which approximates 90% (121,500 sq.ft.) of the gross interior area of 135,000 sq. feet. The flexible building plan features office space with movable hard walls, modular furniture, enhanced desktop computing systems and conferencing communications equipment. Key infrastructure components such as information technology, data communications and utilities will be serviced by state of the art data, telecommunications and power generating systems. These systems have historically provided SSC with unmatched operations reliability of %. Funding for the proposed NSSC is the result of the long-term partnership between Stennis Space Center and the State of Mississippi. The State of Mississippi legislature has passed an appropriations bill for $21,000,000 which has been signed into law by Governor Barbour to underwrite construction of the NSSC facility. This long term investment is expected to be recouped through additional sales, income taxes and other economic multipliers. Gross Footage 135,000 Sq. Ft. Net Footage 121,500 Sq. Ft. NASA Shared Services Facility The NASA Shared Services Center will feature an efficient, flexible, multistory building that reflects the unique professional, federal city image characteristic at Stennis Space Center. Designed for low energy and natural resource consumption, the facility will be constructed to meet LEED™ Gold Class A requirements. The LEED (Leadership in Energy and Environmental Design) Green Building Rating System is a voluntary, consensus- based national standard for developing high- performance, sustainable buildings. Based on well-founded scientific standards, LEED emphasizes state-of-the-art strategies for sustainable site development, water savings, energy efficiency, materials selections and indoor environmental quality. Located within the Stennis Administrative complex area next to the main administrative building, the 135,000 square foot NSSC facility will be constructed and ready for occupation by October The facility will feature three multi-story atria, flexible floor plans and efficient workspace layouts. Due to the unique building design, over 90% of the workspace will receive natural light. Area Premises The proposed site location, adjacent to the main administrative complex will accommodate expansion of the NSSC to house approximately 1000 personnel. The facility will possess the following attributes: Gross Sq. Footage 135,000 (Net Usable Area) Net Sq. Footage 121,500 (90% of Gross) Floor Plate size 45,966 Square Feet Efficient Mechanical, Data and Communications layout Premises The facility is an efficient, flexible, unique, multistory building that will provide an outstanding work environment. This Class A facility will include naturally lit, temperature controlled, multistory atria and lobbies, that not only ease entry and flow into and through the building, but also convey a vibrant atmosphere into the core administrative areas. Permitted Use The facility will support the “General Office, Class A” space requirements for high-end computer use consisting of desktop electronic equipment. Space Usage The spaces will be designed to utilize demountable walls and modular furniture designs that will allow easy adjustment of office and conference spaces. Multiple areas will be provided for break and mail rooms, loading docks and formal and informal meeting space. Facility Infrastructure The Power Grid Mississippi Power, a division of the Southern Company, sustains power entry into Stennis Space Center. Industry leader in inexpensive and reliable power. Internal power grid includes four self- sustaining automatic switching feeds to the proposed site The electrical infrastructure has a service reliability history of %. Water and Sewer SSC will control the water and sewer systems and multiple water towers will allow for uninterruptible servicing. HVAC Infrastructure The NSSC HVAC infrastructure will be a new installation at a central area plant. Information Technology Infrastructure The proposed data and communications installations will be flexible and exceed established NSSC requirements. The existing SSC information technology is routinely modernized and upgraded as current technology advances. Key attributes include the following: Data Center is less than 3 years old with a 20% yearly update The digital telephone switch system is less than 2 years old Phone service reliability is % Data service reliability is % The Stennis Data Center has recently completed a new Fibre Channel Storage Area Network. This infrastructure capability allows for high speed archival and retrieval of data for business and scientific systems. Storage expandability is as follows: Up to 32.7 Terabytes of online data via a Fibre Channel Redundant Array of Inexpensive Disk (RAID) storage Up to Terabytes of near online data via Robotic Tape Storage Library Conference room with view of atrium

Physical Security NASA/DoD has a security badge system in place. Staffed security gates at all entries with roving patrols. Exterior Video Surveillance Building entry control available New First Response Facility under construction within 1 minute of NSSC location Parking The existing site is currently a 375-car parking lot that will accept the building footprint and still retain approximately 186 parking spaces. Additional parking area will be constructed to support the employees of the NSSC. Maintenance Maintenance is provided to the majority of the Federal City through the Facility Operation Services Contractor (FOSC). It is proposed that this contractor will provide Class A maintenance and also energy and interior environmental monitoring Environmental Contamination Issues Stennis Space Center has completed significant environmental investigations for prior contamination throughout the area and no environmental contaminations were found on the proposed site. The site provides an outstanding use of land by utilizing an existing parking lot and previously improved land negating environmental impact. Sustainable Design LEED™ Gold Class A information related to the proposed NSSC building is listed below: A designated area will be provided for the storage and collection of recyclables. At a minimum, 20% of all building materials and products that are extracted and manufactured regionally within a radius of 500 miles will be used as part of LEED™ Gold Class A requirements. Fully compliant with ASHRAE Ventilation Standard, including C02 based demand control ventilation. An air change effectiveness of 0.9 or greater, as determined by ASHRAE A permanent temperature and humidity monitoring system to confirm system operation within the thermal comfort ranges defined by ASHRAE Controls for airflow, temperature, and lighting for perimeter and regularly occupied areas will be provided to 50% of the individuals Expansion Plan Initial site layout and infrastructure of the proposed NSSC will be planned and designed with potential future expansion in mind. Planned expansion will be to the West of the proposed NSSC, the property is available and all environmental considerations have been reviewed.

This synergy, that allows costs and common services to be shared, makes Stennis a national model of teamwork and government cost effectiveness. Recognized in a Staubach Company report, “Real Property Opportunities for Expanded Use of NASA Facilities, August 1, 2003”, “Stennis is the best example of a Center that has attracted other Federal agencies to occupy land and buildings”. Stennis is uniquely positioned and experienced to accept and support other agency tenants such as the NSSC. The more personnel and square footage included in the respective pools, the lower the operating costs. Therefore, locating the NSSC within the Stennis Federal City benefits the other Government agencies as well as increasing the savings to NASA. The common operating costs computed by number of personnel include medical, mail, communications, transportation, and environmental services. Operating costs computed using square footage of space occupied include roads, grounds, building maintenance, fire/security and utility services. Other services charged directly to resident organizations include electric and gas utilities, information technology services and phone services charges. Site Nomination John C. Stennis Space Center is a unique community, home to over 30 Federal/state organizations, including the Navy Southeast Human Resource Center which performs similar activities, and nearly 60 technology-based companies.
