US Army Combined Arms Center UNCLASSIFIEDAs of 8 DEC 08 DRAFT 3 Situation Both theater COIN Centers are requesting additional formalized support (manning, POI development & refinement, & capturing lessons learned) from CONUS- based organizations in COIN, Irregular Warfare, & Stability Operations communities of interest. How can institutional force harness efforts of disparate organizations to provide resources, reach-back, & support to these critical efforts? 2

Validate nested, sequential, & progressive input to COIN & Stability POIs. Consider physical, virtual, & procedural linkages. Leverage knowledge management processes as part of Army, Joint, & Coalition learning organizations. Identify redundancies & overkill in process. Develop Coalition/ABCA COIN Constellation. Theater commanders drive COIN training emphasis. 6

Co-locate COIN Center, AWG(-), CMIC, IED-D, & CAC IA to enhance synergy between complementary efforts. Conduct horizontal POI scrub between training organizations to enhance nested/sequential/progressive effect. CSI Study: “COIN CFEs as Learning Organizations.” Engage joint IW community to support COIN CFEs. Engage coalition partners to support CFEs. Increase awareness of CFE potential to coalition partners. Rotate SMEs forward to CFEs & cycle back to Institutional base. “Project Warrior”-like program. 7
