PARKING ISSUES IN MORGANTOWN

Changes through the Years. Single Family => Multi-Family Single/No Vehicle => Multiple Vehicles Smaller Emergency Vehicle => Larger Emergency Vehicle Smaller Sanitation Vehicles => Larger Sanitation Vehicles Increased Population/Density HOW DID WE GET HERE? EVERYTHING IS GETTING BIGGER EXCEPT THE STREETS AND RIGHTS-OF-WAYS!

 Increases Response Time for Emergency Vehicles  Restricts Access for Service Vehicles  Restricts Parking for Permanent Residents  Hinders Traffic Flow  Restricts School and Transit Buses Effects of Increased On-Street Parking Demands

Options  No Build (Leave as Status Quo) or  Establish Uniform Minimum Standards

Proposed Minimum Standards Based on:  AASHTO, A Policy on Geometric Design of Highways and Streets (American Association of State Highway and Transportation Officials, 2004)  City of Morgantown Fire Dept. Equipment  Republic Services Equipment  Transit and School Buses  Public Works Plow and Spreader Equipment

Proposed Minimum Standards ONE-WAY STREETS  No Parking – Less than 17ft  Parking One Side – Less than 24 feet  Parking Both Sides – 24 feet or More

Proposed Minimum Standards TWO-WAY STREETS  No Parking – Less than 19ft  Parking One Side – Less than 26 feet  Parking Both Sides – 26 feet or More

Pro  Quicker Emergency Response  Better Essential Serves (i.e. Garbage, Ice/Snow Removal, Sweeping, etc…)  Better Access During Large Athletic/Entertainment Events.  More Efficient Transit/School Bus Service  More Objective Establishing Standards

Con  Less Available On-Street Parking  Cost of Applying Yellow/Blue Curb and Signage  Increased Maintenance Cost

Addressing Reduced Available On- Street Parking  Establishing Parking Districts (Blue Curb Parking Areas)  Working with Property Owners  Implementing On-Street Parking to Maximize Available Spaces

Implementation Strategies  No Build  Small Targeted Areas Areas Identified by Fire Dept Areas Identified by Republic Waste Areas Identified by Other Emergency or Service Providers.  City Wide Implementation  Complaint Driven (Identified by Citizens, etc…)

Where Do We Go?  Establish Minimum Standards?  Establish Parking Districts?
