2 Background—Oregon Laws Oregon law directs the State Superintendent of Public Instruction to:  Act as the executive head of the Oregon Department of Education, directing and controlling all operations;  Act as administrative officer of the State Board of Education;  Assist school districts in applying education laws and rules; and  Compile state education statistics. “Every Student, Every Day – A Success”

4 The Superintendent of Public Instruction leads the Oregon Department of Education (ODE) As ODE’s executive, the Superintendent directs and supervises the agency. The position is responsible for the management of about 500 employees and overseeing a budget of $7.8 billion, of which $7.6 billion is distributed to local school districts and other education programs. 6 Programs Overseen by the Superintendent  Office of the Superintendent – Researches and promotes educational best practices to school districts, the state legislature, and the federal government. Supports the State Board of Education and works to coordinate education policy with the Governor, Community Colleges, and Higher Education. Audits agency processes and programs through an independent auditor. Communicates legislative, state board, and ODE policy changes to school districts and the community. Administers the online Oregon Virtual School District to expand education opportunities to students statewide.

7 Programs Overseen by the Superintendent  Office of Educational Improvement and Innovation – Creates academic standards for pre-kindergarten, kindergartens, elementary, middle, and high schools. Monitors districts for compliance with state and federal law. Assists schools, districts, and ESDs in improving their curriculum, teacher training, and administrator training. Administers, monitors, and provides technical assistance for 17 federal education programs and grants. Carries out statutory responsibilities relating to alternative education programs, charter schools, home schooling, private schools, professional/technical education programs in high schools and community colleges, and private career schools.

8 Programs Overseen by the Superintendent  Office of Student Learning and Partnerships – Manages early childhood and special education programs. Delivers education services to youth in close custody facilities and county juvenile detention centers. Educates and houses students at the Oregon School for the Blind and Oregon School for the Deaf. Administers, monitors, enforces, and assists districts and parents regarding federal special education law, programs and grants. Partners with communities and businesses to better assist students with disabilities succeed. Safe and Drug Free Schools and HIV education

9 Programs Overseen by the Superintendent  Office of Assessment and Information Services - Develops, implements, and manages the statewide student assessment system as well as data collection and reporting systems to meet state and federal requirements. Supports the technology needs of ODE offices and special schools through managing , file, database, and web servers and resources for improving data quality. Administers the PreK-16 Integrated Data Systems (KIDS) project approved by the 2007 Legislature and the Direct Access to Achievement (DATA) Grant funded by the US Department of Education.

10 Programs Overseen by the Superintendent  Office of Finance and Administration - Calculates and distributes over $6 billion of state funds biennially to 197 districts 20 education service districts through the State School Fund’s formula. Calculates and distributes funds to school districts for transportation programs. Administers the federally funded school-based and community-based nutrition programs that feeds thousands of students annually. Provides internal support to other ODE offices through procurement, accounting, budgeting and employee services. Conducts criminal background checks on thousands of classified school employees and volunteers. Regulates school transportation.
