Governor Kaine’s Strategic Approach to Workforce Development Making Connections: Virginia’s New Direction for Workforce Development Virginia Ship Repair Association 2007 Daniel G. LeBlanc Senior Advisor to the Governor for Workforce Development

Why Workforce Policy Matters?

America’s Workforce is Facing a Current and Growing Crisis:  90% of the fastest growing jobs will require some form of postsecondary education.  Business is spending billions each year to train new employees and remediate the educational skill gaps of those already in the workforce.  The American workforce is aging – 77 million baby boomers are set to retire over the next several decades.  The current lack of U.S. trained scientists and engineers is a direct threat to the leadership of U.S. innovation --United States Chamber of Commerce--

A Contributing Factor to the Crisis?

If You are a High School Dropout  Your average earnings will be on $2,305/month, or $27,660/year – an average $7,000/year less than high school graduates  Your lifetime earnings will be $993,466  You are more likely to be unemployed and earn less money than a high school graduate  You are more likely to apply and receive public assistance than high school graduates  You comprise a large percentage, 82% of the nations prison and death row inmates.  You cannot enlist in military service.  Your employment rate is 7% --Virginia Employment Commission--

If You are a High School Graduate  Your average earnings will be $2,888/month, or $34,650/year- an average $7,000 year more than dropouts.  Your lifetime earnings will be $1,298,316 million - $305,000 more than dropouts.  You can apply to higher educational institutions and be eligible for financial aid, scholarships, work-study, or student loans. With higher education, you can enjoy more employment opportunities. --Virginia Employment Commission--

What are Some Solutions?  Technical and Advanced Technical Diplomas  Registered Apprenticeships  Local community colleges

Technical Diploma & Advanced Technical Diploma The 2007 General Assembly passed HB 2039, a bill that establishes a technical diploma and an advanced technical diploma. Background: The 2007 General Assembly passed HB 2039, a bill that establishes a technical diploma and an advanced technical diploma.

Technical Diploma & Advanced Technical Diploma February 2007 – State Board of Education approved amending its accreditation standards relating to the requirements for graduation to address technical diplomas. (Process for amending regulations takes 18 months) July 2007 – State Board received comments from organizations regarding the requirements of the technical diplomas. Late Fall 2007 – The Board will put forth a set of draft requirements for both technical diplomas for the public to provide comments --Virginia Department of Education Briefing, July

Technical Diplomas Summary of July 2007 Public Comments  Students need to have the skills to become “trainable employees” – through the ability to read, write, compute and communicate, a combination of soft skills and hard skills  Students should earn a good assessment-based credential that provides a uniform measure of key workplace skills  The technical diploma needs to be actively promoted as an attractive option to students, parents and potential employers  Partnerships should continue to be fostered between the Board, local school divisions, institutions of higher education, and business and industry to ensure access to career pathways that will be addressed in the technical diploma

Registered Apprenticeships Virginia Department of Labor and Industry (DOLI) The Virginia Registered Apprenticeship is a "win-win" approach to workforce development that provides a combination of on-the-job training and related classroom instruction to more than 13,000 apprentices throughout the Commonwealth
