Get Close!! Everything underwater appears 1/3 closer than it actually is so get close. Because water strips away features the closer you get the more detail you get as well.
Use A flash! Use a flash especially if your shooting deeper than 5ft below sea level. The flash reflects light on the object/sea creature giving it more detail because the water strips the color and takes away detail. Most flashes only work if you are 2-3ft up close, going back to the rule get close!!!
Let it come to you! Let the sea life come to you. Find a good spot/backdrop and wait for the sea life to come your way. Find bright and colorful spots with coral etc.
Equipment! Make sure you have a good quality camera with a proper protective waterproof shell casing for your camera. Make sure your camera has a good flash
