Jaeger, from PIK, said: “In traditional economic models, reducing greenhouse gas emissions incurs an extra cost in the short term which is justified by avoiding long term damages. However what we are showing here is that by credibly engaging on the transition to a low-carbon economy through the adoption of an ambitious target and adequate policies, Europe will find itself in a win-win situation of increasing economic growth while reducing greenhouse gases”. “It is time for Europe to understand the opportunities and the challenges from the transition to a low-carbon economy. Cost Effectiveness Variance The 2030 Program Does not require owners to meet the SB 2030 Energy Standard if it is not cost effective Provides a guideline of what is considered a cost-effective energy efficiency strategy Requires owners to employ all strategies with a simple payback of 15 years or less to meet the Energy Standard

SAINT PAUL SUSTAINABLE BUILDING POLICY Cost Effectiveness Variance If you have employed all strategies with a payback of 15 years or less, then resulting Energy Use Intensity (EUI) or Kbtus/sf/yr will be your new Energy Standard. You are required to follow the Calculation for Cost Effective for Variance to receive the variance.

Since SB 2030 was established as a joint program between the State and local utilities’ Conservation Improvement Programs (CIP), the CIP cost effective calculation was used so that the building owners, the utilities and society would benefit from the extent of the building energy efficiency strategies selected by owners and offered by utilities.

SAINT PAUL SUSTAINABLE BUILDING POLICY General reporting requirements For projects using the LEED N.C. 2009, GreenGlobes, Minnesota Sustainable Building Guidelines and some projects using the Green Community Guidelines, follow these general reporting guidelines.

SAINT PAUL SUSTAINABLE BUILDING POLICY General reporting requirements The general reporting requirements are all handled through the MSBG tracking tool / SB 2030 website. Guidance on this can be found at TrackingReport.pdf TrackingReport.pdf This system requires the design team to determine the predicted energy use of the design of the building, to make sure that it meets the SB 2030 target, and to record energy use during operation to ensure that the building is operating as designed. MSBG tracking tool information will be shared with PED and DSI.

SAINT PAUL SUSTAINABLE BUILDING POLICY Green Communities related sections Criteria will likely exceed the requirements of Minnesota Green Communities In projects with building types not listed in the SB 2030 Energy Standard, which will likely continue to include single family homes, achieving both mandatory energy use reduction in Criteria 5-1 and at least 15 points in section 5-5 to achieve a HERS index of 70 or lower satisfies the Saint Paul Standards. SAINT PAUL SUSTAINABLE BUILDING POLICY Minnesota Green Communities reporting requirement (HERS – single family) If the building is using the HERS rating as compliance method: – Because the HERS rating is achieved after construction, documentation of a projected HERS score is required before construction, including the insulation, windows selected and HVAC equipment efficiency – After construction is complete, the final HERS rating is recorded, and is required to be below 70. Submit the HERS scorecard to PED and DSI to document compliance. Green Communities

SAINT PAUL SUSTAINABLE BUILDING POLICY Minnesota GreenStar related sections If single family houses have a SB 2030 target, determine the Energy Standard for your building (the maximum amount of energy that it may use) using section E.1.C and ensure that an energy simulation of the final building design does not use more than that amount of energy. If single family houses do not have a Minnesota Sustainable Building 2030 Target in place, achieve at least 12 points for criteria number 1B-1 (A HERS index of 65-69). Minnesota GreenStar
