Desired Outcomes / Impacts ActionsKnowledge Occurs when there is a behavior change based upon what participants have learned (medium term): -Adoption of new management practices and guidelines that decrease impacts on surface and ground water quality and quantity associated with sediment, salinity, pH, alkalinity, nutrients, pesticides, etc., as a result of irrigation practices - Adoption of technology and practices which improve irrigation efficiency - Active involvement of producers, policy makers, and citizens to address issues concerning irrigation management which utilizes research to develop and influence policy making and promote sharing of educational resources/experiences between all stakeholders -General improvement in realistic TMDL planning documents and actions by stakeholders Environmental / Social Change Occurs when a societal / environmental condition is improved due to a participant/s action taken (long term): - Numerically demonstrate reduction in surface and groundwater quality impacts associated with sediment, salinity, pH, alkalinity, nutrients, pesticides, etc., as a result of irrigation practices -Numerically demonstrate a reduction in irrigation water use and/or improved efficiency of irrigation water use. - Establishment of policies which utilize economic benefits to promote the adoption of technologies and practices optimizing irrigation efficiency - Establishment of policies which emphasize and utilize economic benefits to protect water quality from impacts caused by irrigation - Establishment of long-term monitoring and assessment policies and tools for future resource managers Northern Plains and Mountains Regional Logic Model Theme Water Conservation - Agricultural water conservation in areas of drought and limited water availability - Mitigating water quality and quantity impacts due to irrigation EXTERNAL FACTORS / BARRIERS - A brief discussion of what variables have an effect on the program or project, including those which cannot be changed by managers of the program, or project. For example, a irrigation water conservation program’s success may depend on the variability of the weather (e.g drought). ASSUMPTIONS - These are the premises based on theory, research, evaluation, knowledge etc. that support the relationships of the elements shown above, and upon which the success of the portfolio, program, or project rests. For example, offering a workshop on irrigation water conservation will facilitate behavior change in participants. Occurs when there is a change in knowledge or the participants actually learn (short term): Understand state specific TMDL parameters directly related to practices associated with irrigation management (sediment, salinity, pH, alkalinity, nutrients, pesticides, etc.) - Increased knowledge of irrigation conservation, protection, and management practices and how to mitigate practices that result in quality and quantity impacts (salinity, nitrate/nitrogen, pesticides) - Understand specific irrigation practices such as flood, sprinkler, pivot, etc. and how those various practices impact return flows to water bodies. - Increased understanding of ways to improve irrigation efficiency -Increased understanding of irrigation and GW pumping impacts on return flows Initiative 3 Program: Irrigation water conservation and protection InputsAudience What we invest: - Faculty / Staff - Students - Federal, state and private funds - Time, Effort - Knowledge, Curricula - Management - Program Plans -Coordination - Partners, Collaborators - Assessment - The collection of stakeholder opinions Outputs Specific: - Design and conduct research - Develop products, curriculum & resources - Provide technical service - Educate facilitators / trainers - Publications - Presentations - Workshops - Website - Symposia - One-on-one contacts - One-on-one farm visits - Field days and tours Who we reach (Participation): - Agricultural Producers - Extension Faculty - Students -State and federal government agencies (NRCS, EPA, DEQ, BOR, USDA, etc.) - Private organizations - Watershed groups and conservation districts - Recreation organizations
