Internal Tuition Payments VA IPA Update NIH Notices Sharing F&A’s between Colleges General Updates and Reminders

NOT-OD Clarifying Publication Reporting Instructions for Research Performance Progress Reports (RPPR) and Renewal Applications – Applies to Institutional Training (Ts), Career Development (Ks) and related awards – Aim is to reduce the burden of unnecessary reporting Trainee, scholar, and participant publications must be reported in section C.1 of the RPPR if: – the publication was accepted for publication or published during the reporting period; and – the publication resulted from work conducted while the individual was supported by the award (i.e., receiving a stipend or salary from the award). Publications resulting from work conducted while not actively supported by the institutional training, career development, or related award should not be reported in section C.1.

NOT-OD Applicant Responsibilities in Maintaining the Integrity of NIH Peer Review An official of an applicant institution, Program Director/Principal Investigator (PD/PI), or individual named in an application, unless contacted by a government official SHOULD NOT: – contact reviewers on the study section evaluating his or her application to request or provide information about the review or to otherwise attempt to influence the outcome of the review or the reviewer(s). The only acceptable process for such communication is through the Scientific Review Officer (SRO) who is managing the study section. – send information or data directly to a reviewer on the study section evaluating his or her application. The only acceptable processes for submitting post-submission materials are outlined in NOT-OD , NOT-OD , and related notices.NOT-OD NOT-OD – attempt to access information related to the review of that application in secure NIH computer systems.

NOT-OD Deadline for Final Reports Required for Grant Closeout Projects ending on or after October 1, 2014 – recipients must submit a Final Federal Financial Report (FFR), Final Progress Report (FPR), and Final Invention Statement and Certification (FIS) within 120 calendar days of the end of the period of performance Projects ending prior to October 1, 2014 – reporting deadline remains 90 days from the project period end date

NOT-OD NIH adopting new research training data table formats in FY 2016 NIH is developing an electronic system, xTRACT, for creating research training data tables and storing the information reported – To the extent possible, existing NIH data will be used to pre-populate the xTRACT system NIH expects to make a number of changes in its existing training data tables, including:existing training data tables – Reducing the maximum number of tables from 12 to 8 – Minimizing the reporting of individual-level information – Extending the tracking of trainee outcomes from 10 to 15 years Anticipated Implementation: – Release new training table formats in September, 2015 – Include in RPPRs submitted on or after December 1, 2015 – Applications submitted for the May 25, 2016, due date and after

NOT-OD To align with recent changes in the fellowship biosketch format, this Notice eliminates the requirement for inclusion of scores from standardized exams (e.g., MCAT, GRE) in the fellowship biosketch from the following funding opportunity announcements, effective immediately:fellowship biosketch format – PA : Ruth L. Basic Principles – Encouraged by Office of the Provost Awards with > 100k of Direct Costs per year Especially awards involving more than 1 college – F&A’s distributed proportionally to Direct cost expenditures (one way, but not only way to handle) – Sharing F&A’s is 100% VOLUNTARY ! Nobody is obligated to participate in F&A sharing olicies/guidelines_sharingIDC.html

Implementation of F&A Sharing Agreement MUSC F&A Sharing Agreement Form – Documented via MUSC F&A Sharing Agreement Form Signed by respective college authorities (Dean or designees) Established prior to proposal submission (ideally) – F&A sharing can occur in two formats Before expenditures: ORSP will establish separate udak numbers and F&A’s will be shared automatically as F&A’s are recouped After expenditures: Unit/Department initiated transfers from college to college reflective of expended Direct costs MUSC F&A Sharing Agreement Form Note: MUSC F&A Sharing Agreement Form is designed to facilitate these interactions ies/IDC%20DistributionForm.pdf

Conflicts – Lead PI maintains ability to make changes in the distribution of Direct costs at any point during the performance and this MAY impact prior agreements of F&A sharing – When using the separate udaks method, changes will be initiated with ORSP; note expended monies CANNOT be changed – When using the transfers method, F&A transfers will be based upon expended Direct costs. One college may not renege on F&A owed – Encouraged to be settled at the departmental/college levels, however the Associate Provost for Research (APR) is the final arbiter for conflicts

Impact of DHHS transition to PMS sub- accounts post 10/1/15 – Large carry-over balances will be scrutinized – Up-to-date financial records reconciliation CRITICAL – Another public TRANSPARENCY initiative – Let’s be pro-active; make a plan with PI about any substantial carry-over balances – Contact ORSP Grants Administrator with questions/concerns

Technical Reports must be Satisfactory – Progress – Final Uniform Guidance requires agencies and awardees to be even more accountable with technical reporting. We don’t want any MUSC technical reports rejected.

Uniform Guidance (UG) requires ALL of the following in order to charge administrative and clerical salaries as Direct costs on awards: – Must be integral to the project – Individuals involved must be specifically identified with the project – Explicitly included in the sponsor approved budget or prior written approval of the agency required – Costs NOT also recovered as F&A
