Trailer Court, Campground and Work Camp Plan Review Definitions. (1)"Campground" means a parcel of land available to and principally used by the public for camping, where persons can camp, secure tents or cabins, or park trailers for camping and sleeping purposes. (2)(7) (a) "Trailer court" means a parcel of land upon which two or more spaces are available to the public and designated for occupancy by trailers or mobile homes for use as residences.

(8) "Work camp" means a parcel of land on which housing is provided by a person for two or more families or individuals living separately, for the exclusive use of the employees of the person and the families, if any, of the employees. For purposes of this subsection, "housing" includes but is not limited to camping spaces; trailer parking spaces; mobile, modular, or permanent barracks or structures; and any appurtenant water supply and distribution system, sewage collection and disposal system, solid waste collection and disposal system, or food service and dining facilities. Housing does not include shelter provided by an employer for persons who are employed to perform agricultural duties on a ranch or farm.

So Who reviews first? October DEQ and DPHHS created an MOU agreeing that DEQ review should be in place, first, for Trailer Courts and Campgrounds. Why? – DEQ approval captures the “big picture” for water, wastewater and storm drainage, and is generally more difficult and expensive – Past confusion by applicants when DPHHS approval was given, first, and later DEQ approval contradicted those approval conditions

Trailer Court and Campgrounds & Work Camps – Plan Review by both the department AND the local health authority under the ARMs – This is not DEQ approval, but a separate DPHHS plan review that looks at the details DEQ doesn’t cover Youth Camps – Plan Review by the department under the ARMs Trailer Court, Campground and Work Camp Plan Review

MCA The department (DPHHS) may adopt rules for constructing and operating campgrounds, trailer courts, work camps, and youth camps to protect the public health and safety. ARM ARM ARM Trailer Courts and Youth Camps Work Camps Tourist Campgrounds Trailer Court, Campground and Work Camp Plan Review

Local/DPHHS Joint Review Trailer Courts and Campgrounds – DEQ approvals must be submitted as part of DPHHS application COSA with PWS and/or PWWS approvals, if applicable Work Camps – No DEQ COSA required unless there is an overlying COSA on the property that is now changing – DEQ PWS and/or PWWS approval must be submitted, if applicable

Local/DPHHS Joint Review What we will do and would like to see from local Environmental Health offices: – Formal plan review is done after DEQ approvals are in place – All correspondence with applicants is shared with DEQ and DPHHS – Draft approvals, denials, and deficiency notices are shared with DPHHS and a consensus is reached before sending

What are the common issues 1.What is often missing in submittals? Details on water/sewer supplies and individual risers Information on location of sanitary stations If there is a COSA for existing facilities 2.Where can the counties assist? Assist with the completion of the review form Notify FCS of any issues prior to submittal

After approved, now what? 1.Pre-opening inspection by local health department 2.Be sure to include other agencies, if required (e.g. Building Codes, local planning) 3.If satisfactory, complete license application, send in to FCS
