What is Coming UP for the NRF  FEMA is working with other partners to set up the time table for review and update of the NRF by the end of Fiscal Year 

All FEMA employees are should take the online ICS 100, 200, 700, 800 courses which can be found at the Emergency Management Institue (EMI) Website Presently FEMA has limited direction for 300 and 400 Incident Command system courses. FEMA Headquarters Training states : 1.Permanent Full Time employees (PFT) are not presently directed to take these level of courses 2.Disaster Assistance Employees (DAE’s), will take these courses as their credentialing plans dictate. 3.Joint Field Office (JFO’s) personnel will take these courses as the FCO dictates. 3.Joint Field Office (JFO’s) personnel will take these courses as the FCO dictates. New Federal NIMS Implementation Objectives New Federal NIMS Implementation Objectives Homeland Security Presidential Directive 5 (HSPD-5) Management of Domestic Incidents called for the establishment of a single, comprehensive national incident management system. As a result, the U.S. Department of Homeland Security released the National Incident Management System (NIMS) in March By December 31, 2004, the head of each Federal department and agency was required to submit a plan to adopt and implement the NIMS Federal department and agency plans must reflect full adoption and implementation of the NIMS by September 30, The Secretary of DHS has just authorized a new federal NIMS implementation objectives program to measure NIMS compliance.

This program will require all federal agencies including FEMA to develop, or use their existing, NIMS implementation program and to meet the federal objectives which cover areas such as training, exercises, and response doctrine. All federal agencies will now report compliance with the objectives on the FEMA NIMSCAST (NIMS Compliance Assistance Support Tool), by the end of the fiscal year, that the states have been using for the last several years. In FY 2010, there are 22 Implementation Objectives for Federal Departments and Agencies. Each agency's 2005 NIMS implementation plan and its progression should reflect the objectives. Each Department/Agency will assign a Principal NIMS Coordinator (PNC) and or a Component NIMS Coordinator (CNC) for agencies that exist within the department or agency. An update to the plan was scheduled for late 2009, but The NP Deputy Administrator has indicated that he wants to update the plan to be broader and cover more FEMA training. Is presently underway and new curricula task books are being developed. Existing qualified instructors are being historically recognized to be certified to train the new curricula which closes 09/2010. Training in the new curricula is being planned by Idaho with shared region resources in a combined training for this year and EMI will be holding some off campus courses in OR, WA, and ID this spring/summer. Credentialing Guidelines  The new guidelines started out from the old 2004 credentialing doctrine in the NIIMS. As the development group looked at the issue it discussed that credentialing has to cover federal, state, local, EMAC critical resources and volunteers. It also has to cover working personnel in critical infrastructure facilities. There was a thought to use two photo pieces of identification but that could be a problem at critical infrastructure facilities, so lists might be used with a photo ID. States will coordinate the entry system and the details of the badging.  The Credentialing Guideline Status--- Based on Public Comments and NP Deputy Administrator direction, the current document is being revised to better address (1) Identity Badge issuance for responders, (2) Management of Responder Qualifications, and (3) Managing Access to Disaster sites out for comment, late winter or Spring 2010.

This will be a national guide for Incident Command field operations and how the planning cycles should work and general explanation and set up of the positions in the incident command post and field operations. The FEMA ICS Field Operations Guide (FOG) Status - Is in FEMA concurrent review. Following the review barring any changes, it will proceed to the FEMA Policy Working Group in preparation for Public Comment in the Federal Register. They are looking at a window of 6 months or less for it to be released into the federal register for comment. ICS Forms Status -The comments on the federal register draft ICS forms are close to being finished, addressed and/or applied to the forms. Barring any issues (hurricanes or other major disasters) they should be released within the next three months.
