Grants – financial issues Grant is a donation to third-party beneficiaries that carry out activities that serve Union policies. Grants are based on the costs actually incurred within the project. Results of the action remain the property of the beneficiaries.

Grants – financial issues - EU contribution – 75% (P&P call max EUR) - Payments  Pre-financing - within 30 days after agreement signature (for P&P call 60%)  Balance payment – within 60 days after final report submission (for P&P call 40%)

Grants – financial issues Eligible costs - costs actually incurred by the beneficiary which meet the following criteria: - incurred during the project; - indicated in the estimated budget - necessary for implementation of the action; - identifiable and verifiable - comply with applicable tax and social legislation - reasonable, justified

Preparedness priorities 1. Actions on improving cross border CP and MP cooperation, including regional cooperation regarding interoperability and preparedness for: direct response to natural and man-made disasters reducing impacts of natural and man-made disasters better planning, preparing for CBRN events and mass evacuation

Preparedness priorities 2.Enhancing operational cooperation in the framework of the Mechanism, enabling countries to develop, exercise and register multinational assets 3.Increasing the countries’ preparedness for reception of international assistance in the context of the EU HNS Guidelines 11

Prevention priorities 1. Actions on the economics of investing in disaster risk prevention: costs and benefits of risk prevention measures “risk-proofing" of public and/or private investments and strategies 2. Community and local-based disaster risk reduction actions and tools for: urban risk assessment, taking into account existing international initiatives in this field (e.g. UNISDR resilient cities campaign) climate change adaptation strategies 12

Prevention priorities 3. Actions on the governance of risk management, including integration of disaster risk assessments into: planning process, cross-border and cross-sectoral risk management practices for sustainable development 12

Admissibility criteria Deadline must be respected Proposals must be submitted in writing/paper Number of copies of the proposal (1 original + 2 paper copies + electronic version: CD, memory stick) Use of standard forms Some forms must bear signature Mandatory annexes must be complete

Eligibility criteria Applicant must be established in one of the countries specified Legal status of the applicant Minimum number of participating countries in one project (2 countries) Projects from external budget line should involve at least: one MS as a coordinator + at least one Neighbourhood Policy or enlargement country

Eligibility criteria Project or project activities must not receive any financial support under other EU financial instruments Activity must fall within the scope of the call Co-financing rate must be within the limits of the EU contribution ( €) Projects must demonstrate that they are complementary to existing efforts in beneficiary countries

Exclusion criteria Apply to the applicant bankrupt or being wound up convictions grave misconduct debts towards the sate fraud, corruption, involvement in criminal matters conflict of interests misrepresentation or information not supplied

Selection criteria Does the applicant have necessary: 1.operational capacity (evidence of adequate operational capacity and professional qualifications and experiences (CVs) 2. financial capacity (budget/annual turnover,..) to carry out the project?

Award criteria 1.Understanding (clarity, relevance and consistency of the rationale, objectives and planning of the proposed project) 2.Methodology to be used for the project implementation (ways and means for translating the project into practice and producing the expected results) 3.Cost-effectiveness of the project (budget structured and rational, justified and coherent, resources appropriate for the activities, means proposed = project cost-efficient)

Award criteria 4.European dimension of the project A) Internal actions: results are relevant for more Participating States, transferable, applicable in different regions,... B) External actions: participation of Partner countries and Participating States, results serve interest of more Partner countries and enhance their cooperation with EUCP Mechanism and also applicability/transferability of results for Partner countries
