Advice from mission (1) Building regulations - Unplanned developing by private sector makes difficulty in public planning - Urgent issue is to make public planning - Need earliest actions for making an improvement plan and for systems for developing rules for restrictions - Especially required are regulations for construction
Advice from mission (1) Improvement in Gel area is needed - The issue in the Gel area is infrastructure improvement - System for balancing authority must be built, in order to increase consciousness of authority in private sector. - Governmental housing loan system will play an important role for advancement in quality of housing. - improvement of real estate assessment system is needed to operate government housing loan system properly.
Advice from mission (3) Rebuild old residential complexes - maintenance of old private residential complex would be a problem.Time for extensive repair or rebuilding is getting near, as the buildings are several decades old. - Conscience of new resident should be changed to recognize the needs for repair. - To gather know-how of repair and renovation between residents and construction companies is important. - In rebuilding, to establish system for exchanging rights and to execute project by residents association is important.
Follow up by mission after visiting May 19, 2005 His Excellency Mr. Batbayar, Minister of Construction and Urban Development in Mongolia visiting Japan interviewed with His Excellency Mr. Kitagawa, Minister of Land, Infrastructure and Transport, Japan. Made agreement of closer cooperation between the two ministries in areas related to building and housing.
